This scenario includes all four development projects (Kiewit, Arroyo
Lago, Senior Residential, and Amazon).
• Alternative 4 – Approved (Near-term) Plus Extension Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with the extension. This scenario includes all four development projects
(Kiewit, Arroyo Lago, Senior Residential, and Amazon).
• Alternative 5 – Approved (Near-term) Plus Extension Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with a partial buildout of the extension. This scenario includes an extension of
El Charro Road between Stoneridge Drive and Busch Road (i.e., not to Stanley Boulevard),
as well as all four development projects.
• Alternative 6 – Approved (Near-term) Plus Project Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with a full El Charro Extension (Stoneridge to Stanley) with only one lane in
each direction (i.e., rather than two lanes in each direction). All four development projects
are included in this scenario.
The intersections assessed in the sensitivity analysis are a subset of the previously evaluated
intersections and have been renumbered in this section for simplicity purposes:
1. Santa Rita Road at Stoneridge Drive
2. Santa Rita Road at Valley Avenue
3. Bernal Avenue/Valley Avenue at Stanley Boulevard
4. El Charro Road at Stanley Boulevard
5. El Charro Road at Stoneridge Boulevard
6. Busch Road at Valley Avenue
7. Busch Road at El Charro Road
Intersection operations during the weekday morning (7:00 to 9:00 AM) and weekday evening
(4:00 to 6:00 PM) peak periods and travel times along the three main routes affected by the
extension were determined using estimated traffic volumes. As noted previously, all intersections
in this analysis are signalized intersections, and where possible signal timings were optimized to
better accommodate the estimated volumes.
For the purposes of this sensitivity assessment, scenarios that assume the El Charro Road
extension also assume Busch Road is extended to El Charro Road: for these scenarios, Busch Road
is assumed to be one lane in each direction.
