Source: Fehr & Peers, January 2025.
Comparing the effects of the El Charro Road extension on travel times, the benefits are consistent
with what is shown in Table 4. The extension contributes to significant travel time savings along
Main Street/Santa Rita and some reductions along First Street/Stanley Boulevard as well. The
partial extension of El Charro Road shows some travel time reductions compared to the No
Extension scenario, but not as much as the full extension scenario, especially along Main
Street/Santa Rita. The extension of El Charro Road as a two-lane roadway would result in major
travel time delays along El Charro Road compared to the rest of the scenarios. This is due to a
lack of sufficient capacity in the two-lane option. This scenario also shows travel time reductions
along Main Street/Santa Rita that are similar to the partial extension scenario. Table 16 shows
traffic volumes along El Charro Road for the three extension configurations. A partial extension
would result in a decrease in traffic volumes on El Charro Road of approximately 40% compared
with the full extension scenario. The two-lane extension scenario also results in a decrease in
traffic along El Charro Road of approximately 30% in the peak direction.
