FOR EXPANSION OF THE
AUTOMATED LICENSE PLATE READER CAMERA PROGRAM FOR A TERM OF
FIVE YEARS, NOT TO EXCEED $639,760

SUMMARY
Staff recommend the purchase, delivery, and installation of 54 replacement automated license
plate reader (ALPR) cameras from Flock Safety, Inc. (Flock). The current Motorola Vigilant
LPR cameras are failing or have failed and need to be replaced. This will be a new agreement
that resets prior agreements with Flock to include eight existing cameras, as well as all
software subscriptions to operate the camera system and perform investigative analysis for a
total five-year agreement in an amount not to exceed $639,760.

RECOMMENDATION
1. Approve the contract with Flock Safety Inc. in the amount of $581,600 for the five-year
contract.
2. Authorize the City Manager to approve and execute amendments to the agreement in
the case of changes to the agency’s needs, including but not limited to the relocation of
cameras and purchasing updated and new Flock products and services within a
contingency amount not to exceed $58,160 (approximately 10 percent of the total 5-
year agreement amount) for a total amount not to exceed $639,760.

BACKGROUND
The City of Pleasanton has sought innovative ways to enhance public safety and address law
enforcement challenges. The City currently employs several technologies that have had
positive outcomes in deterring and solving crime. Automated license plate reader cameras
(ALPRs) have proven effective by alerting officers when vehicles enter Pleasanton that may be
implicated in criminal activity. The City has used ALPR technology since 2018 and it has
become a reliable tool for officers and dispatchers.

The original 2020 Motorola Vigilant ALPR project installed 30 ALPR cameras at 11
intersections in Pleasanton. Currently, 20 of these cameras are inoperable and, due to
advances in technology, no longer meet operational needs. In 2022, the City installed 8 ALPR
cameras from Flock Safety, Inc. (Flock) in locations around the city to evaluate Flock and the
enhanced technology they provide. Through this evaluation, staff determined that expanding
the use of Flock cameras allows the City to build upon the existing platform and enhance
current coverage across the city.

Docusign Envelope ID: 75D793E6-C3C5-4253-9BBE-EDDFB8700762
