Five proposals were received from the following contractors: St.
Francis Electric, Bear Electrical Solutions, DC Electric, Yunex Traffic, and Econolite. St.
Francis Electric submitted the lowest responsive and responsible proposal; see Attachment 1
for a detailed proposal summary.
St. Francis Electric has maintained traffic signals for the City since 2021 and several Bay Area
and Central Valley agencies since 2015. St. Francis has provided excellent signal
maintenance services during the course of its current contract with the City.
The proposed contract establishes a two-year term, expiring on June 30, 2027, with the option
of extending the contract for up to three additional one-year terms, through an administrative
amendment. To support financial best practices, an annual “not-to-exceed” amount of
1,000,000 is identified which will apply to all work performed under the contract, including
routine maintenance, replacement of aging equipment, and emergency repairs. The monthly
preventative maintenance cost is $15,530 (125 signals x $116.00 and 17 flashing crosswalks x
50). In addition to the preventative cost, replacement of aging components (replacement of
light bulbs, pedestrian push buttons, and internal circuitry) ranges between $5,000 - $10,000
per month. The combination of routine maintenance and replacement of aging equipment is
budgeted at $725,000 per year, within the Traffic Division annual budget and replacement plan
budget. The not-to-exceed amount is recommended at $1,000,000 as this additional contract
capacity is included to account for any unforeseen events like pole knockdowns and additional
work that may be needed through other capital improvement projects (such as signal detection
cameras installed as part of street resurfacing projects), and gives the City the ability to quickly
and flexibly implement repairs or incorporate complementary signal-related improvements
when opportunities arise.
EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.
OUTREACH
No outreach was conducted, as this item is a routine matter of City business.
STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Infrastructure to develop an Asset Management Plan to address comprehensive long-term
planning for maintenance, renovation, repair, and/or replacement of infrastructure and public
facilities. This action will support maintaining the state of good repair and ensure proper
operation of the traffic signal system citywide.
FISCAL IMPACT
Costs for preventative maintenance and replacement of aging infrastructure are funded
through the Traffic Engineering signal operating budget ($275,000 in 00130402-420101) and
supplemented by reimbursements from the Hacienda Owners Association and Caltrans. Both
Hacienda and Caltrans have shared maintenance agreements with the City. Hacienda is
Page 83 of 682
Docusign Envelope ID: 3B82A602-152E-44CD-836A-6603E8712601
