Two qualified vendors
submitted proposals, which were evaluated by a panel consisting of representatives from the
Traffic Engineering Division, Police Department, City Manager's Office, and Pleasanton Unified
School District (PUSD).

Based on the unanimous recommendation of the evaluation panel, staff recommends awarding
a two-year contract to All City Management Services (ACMS) to provide crossing guard
services for Fiscal Year (FY) 2025/26 and FY 2026/27 at an estimated cost of $864,876 with
an option to extend for two additional years. This contract term aligns with the City's biennial
budget cycle. ACMS has successfully provided crossing guard services to the City of
Pleasanton for the past 30 years and has demonstrated the infrastructure and experience
necessary to continue delivering high-quality services.

Consistent with City Council direction, staff have also negotiated a cost-sharing arrangement
with PUSD to launch a pilot program in FY 2025/26 in which PUSD will provide crossing guard
services for 10 of the 22 identified locations throughout Pleasanton, and the City, through the
recommended contract, will cover the remaining 12 locations. This collaboration between the
City and PUSD maintains current levels of crossing guard service coverage.

RECOMMENDATION
Approve a contract with All City Management Services for crossing guard services for a two-
year term (Fiscal Years 2025/26 and 2026/27) in an amount not to exceed $876,172, with an
option to extend for two additional years.

BACKGROUND
The City of Pleasanton has contracted for crossing guard services for Pleasanton schools
since 1995. All City Management Services (ACMS) has been the City's crossing guard
services provider throughout this 30-year period, administering the Adult Crossing Guard
Service program under the oversight of the Police Department.

The previous five-year contract with ACMS expired in July 2024. In accordance with the City's
Purchasing Procedures and Manual, staff issued a Request for Qualifications (RFQ) on June
3, 2025, to solicit qualified contractors for school crossing guard services.
