The
recommended contract reflects the outcome of these discussions. PUSD will launch a pilot
program in FY 2025/26 to provide crossing guard services for 10 of the 22 identified locations,
and the City, through the recommended contract, will cover the remaining 12 locations,
maintaining current levels of crossing guard service coverage throughout Pleasanton.

DISCUSSION
The City received two qualified proposals in response to the RFQ by the June 17, 2025
deadline. An evaluation panel consisting of the City's Traffic Engineer, Police Captain,
Assistant to the City Manager, and the Deputy Superintendent of Educational Services of the
Pleasanton Unified School District conducted comprehensive interviews with both vendors on
June 24 and 25, 2025.

The panel evaluated each vendor across key criteria, including experience and operations,
staffing and community engagement, financial and risk management, systems and
accountability, and commitment to the Pleasanton community.

Based on the comprehensive evaluation process, the panel unanimously recommends All City
Management Services. Key factors supporting this recommendation include:
• Proven Local Performance: With 30 years of serving Pleasanton, ACMS has
demonstrated a deep understanding of community needs
• Infrastructure: ACMS's dedicated technology platform provides real-time guard
tracking and automated absence alerts
• Financial Stability: Strong financial metrics and comprehensive insurance coverage
through A-rated carriers
• Local Presence: Existing operations throughout the Bay Area with supervisors based in
Alameda County, ensuring rapid response times
• Industry Leadership: As the nation's largest crossing guard provider serving over 330
agencies, ACMS brings best practices and economies of scale

The panel was particularly impressed with ACMS's commitment to the community, their
established relationships with local schools, and their comprehensive training program. Their
demonstrated ability to maintain high coverage rates and their investment in technology to
ensure accountability were also significant factors in the recommendation.

The FY 2025/26 program will cover 12 locations throughout the city, requiring an estimated
11,088 hours of annual service. ACMS will provide all necessary equipment, including high-
visibility safety vests, stop paddles, and other required safety gear.

Docusign Envelope ID: 9F0AF483-8BBA-495D-A7AD-57112240C89B
