EQUITY AND SUSTAINABILITY
The crossing guard program promotes equity by providing safe passage for all students
regardless of their neighborhood, mode of transportation, or socioeconomic status. The
program particularly benefits families who walk or bike to school, supporting sustainable
transportation choices and reducing vehicle traffic around schools. ACMS, as a certified
Minority Business Enterprise, demonstrates the City's commitment to contracting with diverse
suppliers while maintaining high service standards.

OUTREACH
The RFQ was posted on the City's website and distributed through standard procurement
channels on June 3, 2025, with a 14-day response period. Both vendors participated in
comprehensive interviews with the evaluation panel. Throughout the contract term, the
selected vendor will be expected to maintain regular communication with the City and respond
to community concerns as part of their service delivery requirements. City staff collaborated
closely with PUSD throughout this process, including sharing updates at regular PUSD City
partner meetings in April, May and June, 2025. The PUSD Deputy Superintendent of
Educational Services participated in the selection panel for this contract.

STRATEGIC PLAN ALIGNMENT
This action advances multiple ONE Pleasanton strategic goals:
• Safeguarding Our City: Providing essential public safety services that protect students
and families
• Building a Community Where Everyone Belongs: Ensuring equitable access to safe
routes to school for all neighborhoods
• Funding Our Future: Securing competitive pricing through formal procurement while
maintaining service quality

FISCAL IMPACT
The two-year contract with ACMS for FY 2025/26 and 2026/27, including a 10 percent
contingency to address any unforeseen service changes, totals $864,876:
• FY 2025/26: $426,035 (base contract of $387,304 plus contingency)
• FY 2026/27: $438,841 (base contract of $398,947 plus contingency)

This contract structure aligns with the City's biennial budget cycle. Funding for both years is
included in the Police Department's FY 2025/26 - 2026/27 General Fund budget in account
00122501-430102.

Docusign Envelope ID: 9F0AF483-8BBA-495D-A7AD-57112240C89B
