Item #12
CITY COUNCIL AGENDA REPORT
August 19, 2025
Police
TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A FIVE-YEAR AGREEMENT
WITH AXON ENTERPRISE, INC. IN THE AMOUNT OF $1,724,652 FOR A
SERVICE PACKAGE FOR BODY-WORN CAMERAS, CONDUCTED ENERGY
DEVICES (I.E. TASERS), AND ELECTRONIC EVIDENCE STORAGE
SUMMARY
Staff is requesting approval to enter into an agreement with Axon Enterprise, Inc. to provide
the most current technology in police body-worn cameras (BWCs), conducted energy devices
CEDs, or Tasers), and digital evidence storage for a term of five years in the total amount of
1,724,652, inclusive of a ten percent contingency. The City adopted the use of CEDs in 2004
with the purchase of Axon Tasers. Tasers were updated in 2014 and 2020 as technology
improved. In 2015, the City entered into an agreement with Axon to provide BWCs and digital
evidence storage through Axon’s Evidence.com service. The current agreement expires on
November 30, 2025, and the Taser 10 and Axon Body 4 camera, which will be included with
the proposed new agreement, offer features that improve safety and effectiveness. The
agreement is a comprehensive service package that includes all hardware, operational and
analytical software, training, and electronic evidence storage.
RECOMMENDATION
1. Approve and authorize the City Manager to execute a five-year agreement with Axon
Enterprise, Inc., in the amount of $1,567,866.
2. Authorize the City Manager to approve and execute amendments to the agreement in
the case of changes to the agency’s needs, including but not limited to additional
licenses and purchasing updated and new Axon products and services within a
contingency amount not to exceed $156,786 (approximately ten percent of the total five-
year agreement amount).
BACKGROUND
In 2004, the City purchased Tasers for uniformed patrol officers. Taser is a brand of conducted
energy devices (CEDs) manufactured and sold by Axon Enterprise, Inc. A CED (Taser) uses
high-voltage but low-amperage electricity to temporarily incapacitate a resisting suspect and
provide an opportunity to place the suspect in handcuffs. The purpose of a CED is to provide
an additional tool so officers may avoid resorting to higher levels of force.
In 2015, the City reviewed several brands of body-worn cameras (BWCs) and determined
Axon’s was the most suitable and comprehensive solution for video evidence and quality. The
City purchased Axon BWCs and required officers to wear and activate their BWCs during
interactions with the public. The City also entered into an agreement with Axon to use their
digital evidence storage service, known as Evidence.com, to store video files and other digital
Page 361 of 674
Docusign Envelope ID: B1798F31-93DB-4AB1-AC82-92BCF01B645C
