BWC captures 30 seconds prior to the activation. The Body 4 camera wirelessly
communicates with the Taser 10 and a magnetic accessory attached to officers’ holsters,
aiming to reduce the occurrence of failed activations during critical incidents.. Axon Signal
automatically activates an officer’s BWC and any Axon BWCs within 30 feet of the officer when
any of the following occur:
1. The officer’s Taser is activated.
2. The officer’s firearm is drawn from its holster.
3. The sound of a gunshot is detected.
Axon’s BWCs constantly buffer 30 seconds of video recording. Any of the above conditions will
cause the BWC to activate and capture video beginning 30 seconds before the activation. It
also logs what caused the activation and can notify supervisors in real time. This technology
works to reduce human error in BWC activations while improving officer video capture rates
and public trust. Pleasanton Police Department Policy Manual Section 450 outlines the use of
BWCs by officers and professional staff assigned to field operations (Attachment 2).
Evidence.com and Supporting Software
The City uses Axon’s Evidence.com database to securely store and track the enormous
amount of data generated from BWCs. It also serves as a central location to store and track all
other forms of digital evidence collected during police investigations (security footage, crime
scene photographs, recorded interviews, etc.). The system creates an audit trail that
documents who has viewed a piece of evidence. It facilitates the secure sharing of data with
the District Attorney’s Office, defense attorneys, and other law enforcement agencies and
complies with strict state and federal regulations concerning Criminal Justice Information
Systems. The system also allows officers to provide victims and witnesses with links to upload
video footage associated with an investigation directly. This saves time and improves the
timeliness and security of digital evidence collection.
EQUITY AND SUSTAINABILITY
Ensuring the use of current police technology, with corresponding departmental policies and
training, enhances community safety.
OUTREACH
No outreach was conducted.
STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic goal of Safeguarding our City and
Strategy 5 to implement high-priority items from the 2023-2027 Pleasanton Police Department
Strategic Plan.
FISCAL IMPACT
The anticipated expenditure for this agreement is $1,567,866 over the five-year period and
contingency funds not to exceed $156,786 (approximately 10 percent of the total five-year
agreement) for a total of $1,724,652. The Police Department’s approved General Fund budget
for FY 2025-2026 and FY 2026-2027 has sufficient funds in 00122100-433155 for this
agreement with Axon Enterprises, Inc., which totals $313,573 for each year of the agreement.
Docusign Envelope ID: B1798F31-93DB-4AB1-AC82-92BCF01B645C
