Pleasanton Police Department <br />Pleasanton PD Policy Manual <br />Body Worn Camera Systems <br />450.5.4 PROHIBITED USE OF THE BWCS <br />Members are prohibited from using BWCS to record personal interactions with or between other <br />department members or employees, or members of the public for any personal or non-law <br />enforcement-related purpose. <br />Members are prohibited from making copies, retaining a copy, or duplicating, or distributing any <br />recordings without the permission of the Division Commander for any purpose that is not related <br />to the member’s official police duties or as required for any criminal, civil or administrative hearing <br />or proceeding (i.e. as requested by the District Attorney, or required for criminal or civil discovery.) <br />Members are prohibited from using personally owned audio or video recording devices during the <br />course and scope of their law enforcement duties, as described herein, except where the member <br />has received the express consent of the Division Commander to use a personally owned device. <br />Any member who is granted permission to use a personally owned audio or video recorder or any <br />other recording device shall comply with the provisions of this policy relating to usage, retention, <br />documentation, and all disclosure requirements. <br />It shall be a violation of this policy for a member to use, distribute, or release in any manner, <br />including through any social media forum, any audio or visual recording created by a department- <br />issues BWCS or any other duly authorized recording device for the purpose of embarrassment, <br />intimidation or ridicule of any person(s). <br />450.5.5 LIVESTREAM AND AXON RESPOND GPS <br />BWC cameras shall not be activated for live streaming, unless authorized by a member of <br />Command Staff, Watch Commander or a supervisor, and only in the limited instance of assisting in <br />ascertaining the welfare of an employee in the field who is unresponsive on the radio. Attempts to <br />raise theemployee on the radio, to include an audibletone, should be madebefore livestreaming is <br />authorized. Realtimenoticeshall be provided to any involvedmember whentheirBWC is activated <br />for live streaming. Supervisors or Command Staff shall not live stream the BWC of another <br />member for purposes not related to operational necessity. A user may request a supervisor to <br />livestream their own BWC video. Livestreaming is authorized for use by the East County Tactical <br />Team upon approval of the Tactical Commander during their operations. <br />AxonRespond, the map-based locationtracking feature, shall be made available to all members of <br />the department. It should only be accessed when there is a need to know, right to know situation. <br />Supervisors and Watch Commanders may use Axon Respond for situational awareness and for <br />the purposes of locating a member in the field.
