in navigating and solving complex and important environmental and public policy challenges. LWA's
technical expertise and services encompass regulatory assistance, pollution prevention, wastewater
management, water quality monitoring, stormwater management, watershed management, Total
Maximum Daily Loads, agricultural water quality monitoring, and data management.
LWA has provided pretreatment program assistance to over 50 agencies throughout California
including the cities Richmond, Santa Barbara, Rio Vista, South San Francisco, and San Jose, among many
others. Other related regional expertise includes services for Alameda County Clean Water Program,
Delta Diablo Sanitation District, West County Wastewater, Sonoma County Water Agency, City of Palo
Alto, and several small municipalities in Marin and Napa counties. Brief descriptions of the services
completed for each reference are provided in the requested form.
Project 1. City of Richmond Wastewater and Stormwater Assistance
Organization City of Richmond
Years of Service 2009-Present
LWA has provided wastewater and stormwater regulatory assistance to the City of Richmond since 2009.
Wastewater assistance has included supporting the City through two NPDES permit renewals, preparing
sanitary sewer overflow technical reports, reviewing and updating the City’s Local Limits, preparing
pretreatment and pollution prevention reports, responding to Pretreatment Compliance Inspections and
Audits, and conducting wastewater inspections at commercial and industrial facilities including FSEs, auto
shops, breweries, refineries, and manufacturers.
LWA assisted the City with 40-60 FSE inspections from 2021 to 2023 while the City program was
understaffed. Each inspection consisted of verifying the facility setup (capacity, opening hours, appliance
inventory, etc.), interviewing and educating staff regarding FOG BMPs, inspection and measurement of
grease traps, and verification of grease trap cleaning and grease waste disposal (cleaning logs and pumping
/ hauling receipts). Inspection reports and photos were uploaded into the City’s eTRAKiT software. As City
inspectors were hired, they shadowed LWA staff before taking on full inspection responsibilities. With the
City’s program fully staffed, LWA is on-call and assists with FSE inspections, as needed.
Project 2. Santa Barbara Pretreatment Program Update and Support
Organization City of Santa Barbara
Years of Service 2010-Present
LWA supported the City as it underwent transitions in its Pretreatment Program staff. During this period,
LWA updated and administered the City's Pretreatment Program, including interviewing candidates for
the Pretreatment Program Coordinator, training the new Pretreatment Program Coordinator, and
participating in and responding to a USEPA Pretreatment Compliance Inspection. LWA updated the City's
Sewer Use Ordinance and Enforcement Response Plan, developed templates for wastewater discharge
permits to expedite permit renewals, identified new facilities requiring permitting under the Pretreatment
Program (including microbreweries and distillers), assisted in collection system and wastewater treatment
plant sampling, conducted inspections of industrial users, assisted with enforcement actions for violations
of the Pretreatment Program, and reviewed industrial user discharge reports. LWA conducted an
evaluation of the local limits and developed a sampling and analysis plan based on the findings to collect
additional data needed to update the local limits. In 2016, LWA developed a local limits report, which
included recommendations for implementing surcharges for ammonia, BOD, and TSS. The local limits and
Pretreatment Program updates were approvedl in June 2023.
LWA continues to provide as-needed support for the City's Pretreatment Program.
