Ms. Rita di Candia
Pleasanton FOG
Page 3 June 3, 2025

Project 3. Rio Vista Pretreatment Program Development
Organization City of Rio Vista
Years of Service 2019-Present
In 2019, the City of Rio Vista, which was not required to implement an approved Pretreatment Program,
experienced several upset incidents at one of its wastewater treatment facilities. The City contracted with
LWA to review and update the City's Sewer Use Ordinance to provide legal authority for issuing and
enforcing wastewater discharge permits and regulating discharges into the City's collection system. The
updated Sewer Use Ordinance was developed based on the USEPA Model Sewer Use Ordinance, which
incorporated the requirements of 40 CFR Part 403. LWA also worked with the City to investigate and
inspect the potential source(s) of the wastewater that resulted in the wastewater treatment facility upset.
LWA identified the source of the wastewater treatment facility upset and worked with the City to develop
and implement a wastewater discharge permit. Additionally, LWA assisted the City in identifying other
industrial users that needed to be permitted to protect the wastewater treatment facility.
In December 2023, the State Water Board and Central Valley Water Board conducted a Pretreatment
Program Needs Assessment of the City and determined that the City needed to develop and implement an
approved Pretreatment Program. LWA developed an Administrative Procedures Manual, which included an
industrial user list, Enforcement Response Plan, wastewater discharge permit templates, inspection forms,
and typical enforcement documents (e.g., Notices of Violations) for the City to submit to the Central Valley
Water Board for review and approval.
The Rio Vista wastewater treatment facility is currently undergoing modifications, after which LWA will
conduct a local limits study.
LWA TEAM
The proposed Project Manager, Ms. Alina Constantinescu, PE, is a Project Engineer with over 20 years of
experience in the environmental engineering field. She has conducted pretreatment inspections for the cities of Richmond, South San
Francisco, Grass Valley, Ridgecrest, and San Jose. In 2020, Alina served as the Interim Regulatory
Program Manager for the Bay Area Clean Water Agencies (BACWA) and supported the association’s
mission of regulatory advocacy on behalf of San Francisco Bay Area agencies. Alina is also actively
involved in the California Water Environment Association (CWEA) Pretreatment, Pollution Prevention,
and Stormwater (P3S) Committee and has presented and organized several regional and state-wide
conferences and local training events while interacting with water quality professionals from across the
state. Prior to joining LWA in 2007, Alina was an Associate Engineer for the City of Los Angeles Industrial
Waste Pretreatment Program, where she worked on inspecting and permitting FSEs. She also served as
an instructor in the Sewer Science Program, an outreach educational program on water resources and
pollution prevention.
Alina will be supported by Ms. Denise Conners as Senior Advisor and Mr. Alex Pinedo as Support Staff.
Denise serves as Project Manager for LWA’s work in the fields of wastewater, recycled water, and
potable water regulatory assistance.
