FOR A NOT-
TO-EXCEED AMOUNT OF $750,000 AND A FIVE-YEAR TERM

SUMMARY
On June 17, 2025, Council approved the City Sanitary Sewer Management Plan (SSMP) to
conform to State Water Resources Control Board (SWRCB) Statewide Waste Discharge
Requirements General Order WQ 2022-0103-DWQ (Order). The purpose of the Order is to
regulate sanitary sewer collection systems and ensure they are properly managed, operated,
and maintained with the goal of minimizing spills. Per the City’s SSMP Element 4.0-Operations
and Maintenance, the City is required to clean, inspect and remove roots in sanitary sewer
pipes that cause blockage in the system.

To meet the City’s SSMP, a Request for Proposals was packaged and competitively bid, with
bids received on June 1, 2025. Duke’s Root Control, Inc. was selected as the lowest
responsible bidder. Staff recommends the City Council authorize the City Manager to enter into
a five-year agreement for the not-to-exceed amount of $750,000 with Duke’s Root Control, Inc.
These services will allow the City the flexibility to utilize the most competitively priced and
responsive contractor as projects and emergencies arise.

RECOMMENDATION
Authorize the City Manager to enter into an as-needed maintenance and trade services
agreement for utilities sewer maintenance services with Duke’s Root Control, Inc. for a not-to-
exceed amount of $750,000 and a five-year term.

BACKGROUND
The City is responsible for operating and maintaining 245 miles of sewer pipe, 6,032 sewer
manholes, 195 miles of storm pipe, 4,222 storm manholes, and 8,226 storm inlets. As required
by the State Water Resources Control Board (SWRCB), the City must implement and conform
to the SSMP that was approved by the City Council in June 2025 and submitted to the
SWRCB in July 2025.

Underground systems play a key role in safely transporting and treating wastewater, protecting
both the environment and public health, and preventing sanitary sewage overflows. Root
foaming, also known as chemical root control, is a method used to manage tree root intrusion
in sewer pipes. A specially formulated foam is injected into the sewer line using specialized
equipment. The foam expands inside the pipe, coating the entire inner surface, including
cracks and joints where roots typically enter. The active foam kills the roots within the pipe and
a short distance outside it (typically a few inches to a foot), stopping further intrusion. The
technique only affects the roots within or very near the pipe; it does not kill the entire tree or
Docusign Envelope ID: 1A791935-55C3-4976-BEBF-1D6F49DE749D
