Root foaming as preventive maintenance prolongs the life of the pipes while
protecting the tree and plant, providing substantial long-term cost savings.

DISCUSSION
Duke’s Root Control, Inc. (Duke’s) is a licensed and certified applicator of the root foaming
product. The City does not own the equipment and staff is not certified to perform root
foaming.

Root foaming is effective and minimally invasive. When applied by a certified and qualified
contractor, the technique provides localized treatment with minimum environmental impact.
Root foaming is a widely used and well-established method in the wastewater industry for
controlling root intrusion. This technique is regularly used by many Bay Area cities, including
San Francisco, Oakland, and Livermore. The foaming agents are products registered with the
U.S. Environmental Protection Agency (EPA) and meet all applicable environmental and public
health safety requirements when applied according to manufacturer instructions. Application is
performed by an experienced, qualified, and licensed contractor who has completed all state-
required training and certification. This method is preferred over mechanical root cutting
because it minimizes the risk of structural damage to sewer pipes while effectively inhibiting
root regrowth. The mechanical technique is not recommended as it can damage pipes and
trigger thicker regrowth, leading to more frequent cutting, and a higher risk of killing the entire
tree or plant.

Contracting certain services allows for operations and maintenance tasks to be prioritized
based on available staff, project work, regulation requirements, and customer needs. A
Request for Proposals (RFP) was packaged and competitively bid, with bids received on June
1, 2025. One responsive and responsible proposal was received from Duke’s. Staff
recommended awarding a five-year contract to Duke’s to provide necessary services to the
City to comply and conform to the State and City Council-approved SSMP.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) to
complete design and construction of budgeted capital projects and Strategy 8 – Update the
Sewer System Master Plan to reflect current and future operations and identify system
improvements and necessary maintenance.

FISCAL IMPACT
This contract will be funded from the City’s Annual Sewer Collection System Improvements
project in the Sewer Enterprise Fund (Fund 431).
Docusign Envelope ID: 1A791935-55C3-4976-BEBF-1D6F49DE749D
