In May 2025, the City approved a first amendment for $13,781 for three rare plant surveys
determined to be necessary by the regulatory agencies prior to construction.

DISCUSSION
Sequoia is now nearing the completion of the environmental documentation for the Augustin
Bernal fuel management project, including the submittal of the draft Project Specific Analysis
(PSA) and California Vegetation Treatment Program (Cal VTP) addendum.

The proposed additional environmental services will allow for the completion of the work
necessary to advertise the fuel management project for bid, including additional special-status
plant surveys, project management, and bid support. Prior to requesting the services from
Sequoia, staff contacted CAL FIRE to confirm whether the Augustin Bernal Fuel Management
project was exempt from CEQA based on the Governor's proclamation to expedite the
environmental process for fuel management projects. CAL FIRE confirmed that the project was
not exempt and directed staff to proceed with the services as planned. The cost of the
environmental services is consistent with the expectations of the grant. Sequoia’s services are
expected to be complete and the project put out to bid by early 2026. Staff will submit the fuel
management construction contract to the City Council at a future date once the project has
been advertised and the qualified low bidder is identified.

EQUITY AND SUSTAINABILITY
The fuel management project will improve the Pleasanton Ridge's resiliency in an
environmentally responsible way, using mitigation strategies to address environmental
concerns.

OUTREACH
Not applicable, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing
in Our Environment, Strategy 7 – Continue to invest in parks, bicycle and pedestrian
infrastructure, and public art to improve traffic safety, promote climate resilience, and increase
equitable access to cultural and recreational opportunities.

FISCAL IMPACT
The second amendment amount of $20,870, for a not-to-exceed total of $172,485 for the
professional services agreement with Sequoia, will be entirely funded by the reimbursable CAL
FIRE grant.

Prepared by: Submitted by: Approved by:

Adam Nelkie, Assistant Dir.
of Public Works -
Engineering
Siew-Chin Yeong, Director of Public
Works

Gerry Beaudin, City
Manager

Docusign Envelope ID: 28181E16-E53F-41EC-B9E2-A0FB97D0173C
