Item #20
CITY COUNCIL AGENDA REPORT

August 19, 2025
Public Works - Engineering Division

TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A SECOND AMENDMENT
TO THE PROFESSIONAL SERVICES AGREEMENT WITH SEQUOIA
ECOLOGICAL CONSULTING, INC. FOR $20,870, FOR A TOTAL NOT-TO-
EXCEED AMOUNT OF $172,485, AND EXTENDING THE TERM FOR ONE YEAR
TO PROVIDE ADDITIONAL ENVIRONMENTAL SERVICES FOR THE AUGUSTIN
BERNAL FUEL MANAGEMENT PROJECT, CIP NO. 25783

SUMMARY
In 2024, the City selected Sequoia Ecological Consulting, Inc. (Sequoia) as the most qualified
environmental consulting firm for the Augustin Bernal Community Park fuel reduction project,
CIP No. 25783. The $137,834 agreement to prepare the environmental documents included a
contingency of $14,000 for amendments to the agreement. A first amendment for $13,781 was
approved in May 2025 for rare plant surveys required for the project.

Staff recommends the City Council approve a second amendment to the agreement with
Sequoia for a not-to-exceed amount of $20,870 for additional special-status plant species
surveys and to provide bid assistance. The services were identified as necessary during the
environmental review process and the costs for the project are fully funded by the California
Department of Forestry and Fire Protection (CAL FIRE) reimbursable grant. Preparation of the
environmental documents and bid package is expected to be completed by early 2026.

RECOMMENDATION
Approve and authorize the City Manager to execute a second amendment to the professional
services agreement with Sequoia Ecological Consulting, Inc. for $20,870 for a total not-to-
exceed amount of $172,485 extending the term through December 31, 2026 to provide
additional special-status plant surveys and bid assistance.

BACKGROUND
In early 2023, staff applied for a grant opportunity via the CAL FIRE California Climate
Investments Wildfire Prevention Grants Program to reduce fuel in an approximately 125-acre
area in and around Augustin Bernal Community Park.

On January 17, 2024, the City was awarded a $1,048,900 non-matching grant (i.e., no City
funds are required for the project) to plan, design, construct, and implement the fuel reduction
project. In March 2024, City staff advertised a Request for Qualifications (RFQ) for a CEQA-
compliant vegetation treatment program for an approximately 125-acre area of Augustin Bernal
Community Park. Sequoia Ecological Consulting, Inc. (Sequoia) was selected as the most
qualified bidder. The City Council awarded Sequoia a Design Professional Services
Agreement, Contract No. 2024538, on July 16, 2024, for $137,834 to prepare the
environmental documents. The City Council also approved a contingency of $14,000 for the
Director of Public Works to approve contract amendments.
Docusign Envelope ID: 28181E16-E53F-41EC-B9E2-A0FB97D0173C
