Exhibit A2 <br />Expanded Scope of Services <br />FY26 <br />The following additional services will be provided by Sloane Consulting Group, in support of the <br />City of Pleasanton and under the direction of the Director of Library and Recreation Services. <br />1. RFQ Drafting Support <br />Sloane Consulting will assist the City in preparing a Request for Proposal (RFP) for <br />comprehensive cemetery management services. Tasks will include: <br />• Scope Definition: Assist in defining the appropriate scope of services for all aspects of <br />cemetery management, including: <br />o Grounds and facility maintenance <br />o Cremation and casketed burial services <br />o Marker installation and setting <br />o Administration and sales functions <br />• Service Standards: Define service standards for burials, including timeliness, quality, and <br />compliance with regulatory requirements. <br />• Documentation: Support the City in drafting clear RFQ language and evaluation criteria <br />to ensure alignment with City expectations. <br />2. Baseline Financial Review <br />Sloane Consulting, in coordination with the City’s Finance Team and Department of Library and <br />Recreation team will conduct a Baseline Financial Review of the City’s cemetery-related <br />accounts, with in-person review as necessary. Tasks will include: <br />• Current State Analysis: Review the existing financial records, books, and reporting <br />practices. <br />o Obligations and Restrictions: Review existing restrictions, obligations, and <br />revenue designations. <br />o Investment Practices: Review current investment practices and policies. <br />• Best Practices: Recommend best practices for Capital Improvement Program (CIP) funds <br />and deferred revenue management as well as other core accounting functions. <br />• Perpetual Care Evaluation: Evaluate the structure and funding of long-term maintenance <br />to ensure sustainability and preservation of the cemetery. <br />3. Transition Planning <br />Sloane Consulting will work with the City’s Library and Recreation Services Team to develop a <br />transition plan for cemetery administration and sales functions.
