Deficit Spending Analysis <br />As outlined in the attached City of Pleasanton Proposal (August 14, 2024), Sloane Consulting <br />will complete a Deficit Spending Analysis to assess the financial condition and potential <br />operating models for Pleasanton Pioneer Cemetery. This includes: <br />• Market Analysis <br />• Cemetery Assessment <br />• Potential Models for Sustainable Operations (operating steps and financial projections) <br />• Prioritized Recommendations <br />The goal of this work is to provide a clear action plan that enables Pleasanton Pioneer Cemetery <br />to become a self-sustaining entity. <br />Deliverable: Presentation to City Council <br />Timeline <br />• RFQ Drafting: Target completion by October 15 <br />• Financial Review: To be scheduled at the convenience of the City Finance Team <br />• Transition Planning: Ongoing, with check-ins as determined by the Director of Library <br />and Recreation Services <br />Fee Basis <br />Sloane Consulting will provide these services under the following structure: <br />1.
