SCOPE OF WORK
BART Station Concept Plan
(Pleasanton side of Dublin-Pleasanton BART Station)
03/20/25
Background
The City of Pleasanton (City), in concert with Bay Area Rapid Transit (BART), is seeking to
create a transit-oriented development (TOD) concept and key planning guidance for BART
parcels on the Pleasanton side of the Dublin-Pleasanton BART Station, that includes housing at
the densities assigned in the City’s 6th Cycle Housing and potentially complementary non-
residential uses. The tasks outlined in this Scope of Work will result in agreements between the
City and BART capturing the next steps required to release an RFP consistent with a shared
vision and set of goals and objectives.
The City drafted land use concepts, development standards and guidelines for the site in 2011,
but since that time, market conditions, provisions of AB2923, and site conditions have
significantly changed, leading to a need to update and re-examine the prior work. The 4th and 5th
Cycle Housing Element designated this site for a minimum of 249 units at a minimum density of
30 dwelling units per acre; this number was revised and increased in the 6th Cycle Housing
Element, to a minimum of 555 units at a minimum density of 75 dwelling units per acre. In 2011
and 2012, the City made progress on draft land use concepts along with draft development
standards and guidelines for the site. While this plan was not formally adopted, key development
standards were incorporated into the Hacienda Design Guidelines and Standards for other high
density housing sites in the vicinity (some of which have since been developed). The draft
concept included site planning, parking configurations, development scenarios, zoning
regulations, and development standards and guidelines for the BART site, to complement the
standards and guidelines that were adopted for sites nearby to the BART station.
Close coordination with BART staff is expected and essential to this process, since the success of
the project will depend on the City and BART coming to agreement on overall development
concepts, station access strategies, goals, timelines, and funding and maintenance
responsibilities. Other entities that would be invited to participate in the planning process include
the Hacienda Owners’ Association, the East Bay Regional Parks District (the Iron Horse Trail
intersects the BART station), the Tri-Valley – San Joaquin Valley Regional Rail Authority
(Valley Link, the proposed passenger rail service intending to connect with the
Dublin/Pleasanton BART station), Livermore Amador Valley Transit Authority (LAVTA), and
Alameda County Flood Control Water Conservation District (Zone 7).
The following is a scope of work consisting of tasks and deliverables for this project.
Task 1: Project Initiation
A.Project Kick-off: Participate in a project start-up and kick-off meeting with staff and
project stakeholders to establish and understand objectives, goals, and expectations. The
project start-up with staff will include a site tour with the project team (City staff,
consultant, BART staff, MTC staff) to discuss the site and begin discussion of key
EXHIBIT 5
Docusign Envelope ID: 094A4C1A-13D7-44EA-BE42-B0F1E0142890Docusign Envelope ID: 663B3163-E73A-4E80-A759-F92FA9FC8D9D
