Item #10
CITY COUNCIL AGENDA REPORT

September 16, 2025
Public Works - Engineering Division

TITLE: ADOPT A RESOLUTION APPROVING THE URBAN FOREST MASTER PLAN,
CIP NO. 22773

SUMMARY
The final draft of the Urban Forest Master Plan (UFMP), CIP No. 22773, is the culmination of
over 2 years of work with the community to identify the City's urban forest assets, the goals for
Pleasanton's urban forest, and how to efficiently manage and fund the maintenance of those
assets so that City investments improve the environment and protect the quality of life and
safety of the community. The plan serves as a roadmap for sustainable urban forest
management with specific goals, costs, and actions to guide the City through the next 25 years
of managing its urban forest and emphasizes the need to maintain a healthy urban forest
which prioritizes public health, improves property values, and retains Pleasanton's unique
character.

The plan is based on an updated inventory of all City-maintained trees and was created in
conjunction with the updated Tree Preservation Ordinance. Four guiding principles define the
plan, all of which center on a community involved, climate-resilient, and fiscally sustainable
management strategy. The plan identifies five key findings that highlight the increased canopy
coverage, the importance of community involvement to the success of the urban forest, the
need to diversify the urban forest, and the need for focused staff and funding for the future.

The UFMP is structured in three parts: a public-focused master plan outlining principles, goals,
and implementation strategies; a technical assessment for staff detailing canopy analysis,
costs, and environmental benefits; and appendices offering guidance on best practices, wildfire
planning, and tree selection. Implementation will require increasing funding (projected to rise
from $1.2 million to $3.2 million annually), fostering community partnerships, and maintaining
equity in tree distribution.

RECOMMENDATION
Adopt a resolution approving the Urban Forest Master Plan, CIP No. 22773.

BACKGROUND
In the early 1970s, the City recognized the importance of its urban forest, and on September
20, 1971, the City Council adopted Ordinance No. 640, relating to the preservation of trees.
Over the next 50 years, staff made updates to the ordinance to meet changing community
needs and conditions, but no major changes were made nor was there a major public outreach
process for the changes.

With the adoption of the Climate Action Plan 2.0 (CAP 2.0) in 2022, along with changing
environmental conditions, city growth, new state regulations, and the need to address the
City’s aging urban forest, the City Council recognized the importance of developing an updated
Page 102 of 264
