The work also
includes minor changes to the fire sprinkler systems for fire alarm monitoring and the
replacement of the Library’s fire sprinkler backflow. A communication system will also be
added at the Corporation Yard’s facilities to enhance emergency response. The construction
contract includes the design of the retrofit systems, and the review and approval by the City
and LPFD prior to the start of construction. The Request for Proposals, which included
qualifications, experience, and bids, was publicly advertised, and four proposals were received
on August 20, 2025. Staff recommends awarding the construction contract to Wilson General
Contracting, Inc. from Tracy, CA, for $745,000.

RECOMMENDATION
1. Reject all proposals from the July 16, 2025, bid opening.
2.
