In June 2025, CIP No. 23457 was re-approved, and the
Library Fire Alarm Upgrade project, CIP No. 26386, was approved as part of the fiscal year
(FY) 2025/26 – FY 2029/30 Capital Improvement Program. The Library services the entire
Pleasanton community and also serves as a community cooling center. The fire alarm system
was identified in 2022 as needing to be upgraded due to the system’s age and lack of
monitoring of the fire sprinklers. In addition, the exterior backflow is underground and needs to
be replaced with an above-ground backflow assembly to meet current standards.

Staff reviewed the scopes of work needed to retrofit both fire alarm systems and prepared a
single Request for Proposals (RFP) that incorporates the design and work for both locations. In
an effort to reduce costs and increase efficiencies, the Corporation Yard Livermore-Pleasanton
Fire Department (OSC-LPFD) buildings and the Pleasanton Police Station were also added to
the RFP scope of work.

The RFP was published June 13, 2025, with two scheduled pre-bid meetings. Only one
responsive proposal was received by the deadline on July 16, 2025, so the City re-bid the
RFP. The re-bid RFP was published August 2, 2025, with an additional pre-bid meeting
scheduled. Four proposals were received on August 20, 2025.

DISCUSSION
The Fire Alarm Retrofit Project provides a turnkey solution for upgrading obsolete fire alarm
systems at three City campuses (12 buildings and approximately 140,000 square feet). The
project includes investigation, design, shop drawings, permits, installation, and testing
services. Due to the specialized systems and the requirement for shop drawings, no traditional
design documents were prepared. Instead, original building plans were provided to the design
and construction team to develop fire alarm shop drawings for permitting and review.

City Corporation Yard (OSC) – 3333 Busch Road
The Operations Service Center (OSC), constructed in 1991, consists of eight buildings totaling
approximately 86,600 square feet. These buildings house the Public Works Department’s
Operations & Maintenance and Utilities and Environmental Services Divisions, and the
Pleasanton Police Department’s training and storage functions (OSC-PD). The campus is
served by a zoned fire alarm system with a non-functioning control panel. Although the
buildings are fully sprinklered, this system does not monitor all of the exterior fire risers.

The scope of work at this location includes:
• Relocating the fire alarm control panel (FACP)
• Upgrading to an addressable fire alarm system with remote monitoring
• Adding a one-way voice communication system throughout offices, shops, and exterior
Page 117 of 264
