PDA Board of
Directors discussed the development of the PDA Strategic Plan at monthly Board meetings
and PDA staff met with numerous downtown business owners, property owners, and other
stakeholders to collect feedback on the plan. PDA staff conducted several outreach activities
to gain insight on satisfaction with the organization.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton Strategic Plan Goal E, Building a
Community Where Everyone Belongs, Strategy 4, to implement the updated 2024-2028
Economic Development Strategic Plan. The City Council's January 2025 Prioritization exercise
identified this Strategy as among the top seven priorities for the next two fiscal years.

FISCAL IMPACT
The current agreement between the Pleasanton Downtown Association and the City requires
the City to match the annual assessments paid by businesses in the BID. In 2025, the City
match from the General Fund is estimated to be approximately $80,000. Staff anticipates the
2026 annual assessments will similarly be around $80,000. In addition to the direct City
contribution, the City provides a significant amount in indirect funding which includes staff time
to administer the PDA assessments and contract, assistance and support for events, as well
as the cost to facilitate street closures, maintain downtown planters, cleaning sidewalks, and
garbage pickup.

The current agreement expires on December 31, 2025; an updated agreement will be
presented for the City Council's consideration at the end of 2025 once the BID renewal
process is completed. The agreement will provide an opportunity for re-evaluation of the City's
direct financial contribution and other support for PDA, to ensure it remains in line with the
City's current and projected budget conditions, while also recognizing that support for PDA
supports the important community goal of maintaining the vitality of the downtown.

Prepared by: Submitted by: Approved by:

Lisa Adamos, Economic
Development Manager
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1. 2025 Annual Report, 2026 Budget, and Supplemental Information
2.
