This is not intended as a comprehensive list of all situations in which the EOC should be activated,
nor do any of these situations represent an automatic EOC activation.
EOC Activation Authorities and Protocol
The following City positions can officially activate the EOC:
• City Manager (Director of Emergency Services)
• Chief of Police or designee
• Fire Chief, Division Chief, or designee
• Assistant City Manager
• Emergency Services Manager
After determining the need to activate the EOC, the official directing/requesting the activation contacts
the City Manager, Assistant City Manager, and Emergency Services Manager. Together, the following
decisions are made based on the known scope of the incident:
• EOC activation level: Minimum, partial, or full activation
• EOC activation location: Primary EOC (Operations Service Center), alternate EOC (Pleasanton
Police Station), or virtual activation (Veoci)
• Initial staffing requirements: Initial EOC positions/functions required, and staff assignments. See
EOP Appendix B-Roles & Responsibilities
Activation Notifications
The assigned EOC Coordinator notifies the following key positions/groups of the incident/threat and EOC
activation level and location using relevant software platform (Veoci) or by phone. If a position/individual
has a temporarily assigned designee for continuity purposes, the assigned designee is substituted for that
individual.
• City Incident Management Team
• Pleasanton Police Department Dispatch Center (925) 931-5122
• Alameda County OES (925) 803-7800
