The project was advertised as a Request for Qualifications in March 2025, and the
consultant was chosen in April based on their qualifications. Community outreach was
conducted in May and the community input was incorporated into the final design under the
agreement. The project initially included the playgrounds at Del Prado Park, but considering
the city’s budget challenges, staff determined not to move forward with the park’s playground
renovations at this time. Staff recommends the City Council approve a professional services
agreement with Park Planet for the not-to-exceed amount of $166,251 for playground
renovations at Moller Park.

RECOMMENDATION
1. Authorize the City Manager to enter into a professional services agreement with Park
Planet for the Annual Playground Renovations Project, CIP No. 25745 to renovate the
playground at Moller Park in the not-to-exceed amount of $166,251 (including a project
contingency of $16,625)
2. Authorize the Director of Public Works or designee to approve and execute
amendments to the agreement with Park Planet for an amount not to exceed $16,625
(approximately 10 percent of the agreement amount).
3. Authorize the return of $365,956 of the remaining project funding to the fund balance in
the Parks CIP - General Fund (Fund 221) for future eligible projects.

BACKGROUND
Staff routinely inspects the playground equipment in all City parks to determine which play
equipment needs maintenance or replacement. These inspections are performed by the City's
certified playground safety inspectors (CPSI). As part of the review, the CPSI considers the
physical condition and age of the equipment, safety and accessibility concerns, and the
availability of replacement parts. Based on the inspections for the last two-year Capital
Improvement Program (CIP) work plan, the City identified that the playgrounds at Moller Park
and Del Prado Park were most in need of replacement. The playgrounds at both Moller Park
(Moller) and Del Prado Park (Del Prado) are currently some of the oldest playgrounds in the
City’s inventory with chipping paint, rusted materials, and cracking in the equipment.
