pieces of equipment at Del Prado have already failed and been removed, although staff was
able to replace two of them. Some of the decks and rails at Moller are rusting through and staff
have temporarily repaired them. Additionally, the plastic slide at Moller has started to crack and
the plastic equipment at Del Prado is showing signs of UV degradation.

Based on the available playground renovation budget of $550,000, staff recommended
renovating the Del Prado and Moller playgrounds to the Parks and Recreation Commission at
their meeting on February 13, 2025. The Parks and Recreation Commission recommended
proceeding with the renovation of the Del Prado and Moller playgrounds with the request that
more accessible features, such as rubber surfacing, be incorporated into the designs.

The City issued a Request for Qualifications (RFQ) for the playground renovation. The RFQ
was advertised on March 14, 2025. The City received five qualification packages on April 30
from the following vendors:
• MRC Recreation
• Park Planet
• Ross Recreation
• Specified Play Equipment Company
• Zoom Recreation

The City’s selection committee selected Park Planet for the Del Prado and Moller playgrounds
based on the quality of design, the amount of equipment proposed for the money available,
and the capabilities of the company as reflected in the qualification package.

DISCUSSION
After receiving public input, staff met again with Park Planet to determine the best way to
incorporate the comments from the public while minimizing impacts to the project cost. Staff
and the consultant were able to accommodate almost all of the requests by rotating the play
equipment for better access and play.

Due to budget constraints, both playgrounds were prioritized and the damaged equipment at
Del Prado was replaced instead of the planned complete renovation that was included in this
project. The replacement of the damaged equipment is a temporary solution, and the
playground will still need to be renovated in the future. The final concept for the Moller Park
playground which incorporates the public input is shown in Attachment 1.

The professional services agreement with Park Planet, as shown in Attachment 2, totals
$166,251, which includes the final design per public input, fabrication and installation of the
play equipment, and associated engineered wood fiber and poured-in-place rubber surfacing
(PIP) installation. Staff recommends that City Council approve the agreement with Park Planet.
If approved, the equipment will be fabricated and then installed in Winter or Spring 2026.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Climate Action Plan (CAP 2.0) in Transportation and Land
Use by providing greater park accessibility for all users.
