The program will
focus on improving home safety, reducing energy costs, and increasing the overall livability of
homes for vulnerable residents, including seniors, individuals with disabilities, and families with
children. Spectrum will deliver these services in collaboration with community partners and in
accordance with applicable regulations and standards.

Due to Spectrum’s ties to the federally funded Low Income Home Energy Assistance Program
(LIHEAP) that is administered by the Community Services and Development Department of
California (CSD), Spectrum is uniquely positioned to leverage the LIHEAP federal funds with
the federal funding of the Pleasanton Home Rehabilitation Program together to best serve our
mutually qualified residents in the City of Pleasanton. The leveraged population are those
residents whose households fall ≤ 60% State Median Income (SMI). These mutually qualified
residents will receive a braided funding approach to their services where Spectrum can apply the
LIHEAP funding to weatherization services and perform further home repairs through the
Pleasanton Home Rehabilitation Program. Spectrum will also service those City of Pleasanton
households that fall ≤ 80% Area Median Income (AMI) for Alameda County. Those residents
that fall between 60% SMI and 80% AMI will be eligible for a more limited version of the Home
Rehabilitation Program because funding cannot be braided with the LIHEAP funding. However,
these residents will be eligible for all available work scopes.

Location of Services and Staff
The program will be supported by a team of trained weatherization professionals and
administrative staff. Services will be conducted on-site at eligible residential properties within
the City of Pleasanton. Spectrum staff will also provide community outreach at accessible
locations such as community centers, libraries, and partner organizations. Services and resources
will be provided in both English and Spanish. All referrals and inquiries will receive a response
within 72 business hours.

Performance Goals & Deliverables for FY 2025/26
At least 10 assessments conducted for low-income households
● 10 assessments in FY25/26

Services provided to at least 7 low-income households
● 7 rehab projects completed in FY25/26

Participate in 10 public outreach events
● 10 events in FY25/26

Reach at least 100 community members through public outreach activities
● Outreach to at least 100 community members in FY 25/26

Docusign Envelope ID: 6B0DEC38-9072-4BD5-BCFE-A148E9A2B338Docusign Envelope ID: F9A59956-EB04-41D8-A4CD-510357AEEC7D
