FOR THE
EMERGENCY SEWER PIPE REPLACEMENT AT DENKER DRIVE IN AN
AMOUNT NOT-TO-EXCEED $500,000 AND APPROVE A BUDGET AMENDMENT
IN THE SEWER REPLACEMENT CIP FUND

SUMMARY
On August 21, 2025, City crews discovered a collapsed 8-inch sewer pipe near Denker Drive
and Inglewood Drive. The failure of this sewer main has created imminent risks to public
health, safety, and welfare. Due to the depth of the pipe and complexity of the repair,
immediate support from the City’s on-call contractor, DPI Construction, Inc., was required in
the not-to-exceed amount of $500,000. Staff are now requesting that the City Council ratify that
contract for emergency sewer system repairs.

RECOMMENDATION
1. Ratify a contract with DPI Construction, Inc. in the not-to-exceed amount of $500,000 for the
emergency sewer pipe replacement at Denker Drive.
2. Approve the creation of the Capital Improvement Program project, Denker Drive Emergency
Sewer Repairs, CIP No. 26203, to the approved 5-year CIP for FY 2025/26, and the budget
amendment to appropriate $500,000 from the Sewer Replacement CIP (Fund 431).

BACKGROUND
On August 21, 2025, City crews discovered a collapsed 8-inch sewer pipe near Denker Drive
and Inglewood Drive during a routine sewer flushing and CCTV (closed-circuit television)
inspection. The pipe, located 13 feet below the roadway and surrounded by a parallel water
line and multiple utility crossings, required immediate support from the City’s on-call contractor
due to the repair's complexity.

Upon excavation, staff determined that approximately 245 feet of the sewer pipe was severely
deteriorated, with large sections of the pipe crown missing. Because of the pipe’s depth, the
failure could not be detected without CCTV inspection. This incident highlights the critical
importance of proactive maintenance programs and sufficient funding of the Sewer Enterprise
Fund to address aging infrastructure before it results in service disruptions.

On August 27, 2025, approximately 13 feet of the adjacent water line failed due to trench
instability, causing a temporary service interruption to four homes. Crews immediately restored
service the same day using temporary jumper connections.

On August 29, 2025, the City identified additional segments of the collapsed sewer pipe. City
staff and contractors worked to install a temporary sewer bypass and secure the site before
the Labor Day holiday weekend. Permanent sewer line repairs resumed after the holiday
and took 12 working days to complete.
Docusign Envelope ID: 0D2AC56E-4623-47CB-AB8B-0106DE3E9312
