The failure of this sewer main created imminent risks to public health, safety, and welfare due
to: (1) potential sewage overflows; (2) propagation of voids toward the roadway that could lead
to pavement collapse; and (3) threats to adjacent utilities, including water and storm drain
systems. To mitigate the imminent risk, the City issued an emergency time-and-materials
contract, not to exceed $500,000, to mobilize the contractor immediately. The contract covers
the replacement of the sewer pipe, repair and replacement of the water line, roadway
restoration, repaving, and any other work necessary to restore utility and roadway services
fully.

DISCUSSION
City crews could not perform these facility repairs due to the scale and complexity of the work.
The sewer line is located more than 13 feet below the roadway, requiring specialized shoring
systems, large-scale excavation equipment, and coordination with multiple utility crossings. In
addition, the length of pipe replacement and roadway restoration exceeds the City’s in-house
staffing capacity, equipment availability, and safety limitations. Engaging an on-call contractor
ensures the work is completed safely, efficiently, and in compliance with regulatory and
construction standards.

DPI Construction, Inc. is the City’s contractor currently working on a major storm drain CIP
project involving deep excavation and complex underground pipe replacement with similar
conditions to the Denker Drive situation. The necessary heavy equipment, shoring, and
materials are available at the City’s job site and were mobilized to replace the collapsed sewer
pipe.

Pavement restoration estimated at $100,000 will be completed by either DPI Construction,
Inc., one of the City's on-call paving contractors, or the Annual Resurfacing CIP contractor who
is performing work within the area, and is included in the $500,000 total project costs.

This project qualifies as an unforeseen, time-critical emergency. The extent of the pipe failure
was not visible from the surface and could only be detected through CCTV inspection. Once
identified, immediate action was required to prevent further sewer collapses, protect adjacent
water lines, and minimize service disruptions to residents. Delaying repairs would have posed
significant risks to public health, roadway stability, and surrounding utilities.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is an emergency condition.

OUTREACH
Not applicable, as this item is an emergency condition. Staff informed residents of utility
outages by going door to door. Residents were also informed in person of restoration of
services.

STRATEGIC PLAN ALIGNMENT
Not applicable, as this item is an emergency condition.

FISCAL IMPACT
Docusign Envelope ID: 0D2AC56E-4623-47CB-AB8B-0106DE3E9312
