CALIFORNIA | FLORIDA | TEXAS
Corporate Office 4305 Hacienda Drive, Suite 550, Pleasanton, CA 94588 925.463.0611 www.TJKM.com
TECHNICAL MEMORANDUM
Date:
To: City of Pleasanton
City of Pleasanton
CC:: The True Life Companies
From:
January 9, 2025
Diego Mora
Matt Nelson
Kelly Rutchena
Praveena Samaleti TJKM
Subject: 4400 Black Avenue Redevelopment – Transportation Assessment
This memorandum summarizes a transportation assessment for a proposed redevelopment in the City
of Pleasanton, California. The site is located immediately along the south frontage of Black Avenue and
west of Santa Rita Road.
This memorandum includes a trip generation assessment, a level of service (LOS) analysis of Existing
and Existing plus Project conditions, a vehicle miles traveled (VMT) impact analysis, and assessments
of site circulation and potential impacts on all primary modes of transportation (vehicular, pedestrian,
bicycle, and transit).
Based on our findings, the proposed redevelopment is expected to account for a minimal increase in
trips generated by the site during a typical weekday and during the morning (a.m.) and afternoon
(p.m.) commuter peak hours. Based on the presented LOS analysis results, the project is expected to
not have any significant impact on the analyzed intersection within the study area. The project is
expected to have an insignificant impact on VMT and is not expected to create any deficiencies with
respect to all primary modes of transportation.
Project Overview
The proposed project site includes one parcel of land, which can be identified by the following accessor
parcel number (APN): 946-3380-006-00. The property is approximately 2.6 acres, was identified and
discussed in the City’s 2023-2031 Housing Element (adopted January 2023, revised June 2023, and
certified in August 2023), is zoned Planned Unit Development – Mixed Use (PUD-MU), and is
designated to be high density residential (HRD).
Currently, the site contains an office building, which is approximately 25,500 square feet (SF). The
project would replace the existing uses with approximately 59 residential units with seven accessory
dwelling units (ADUs).
