4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
2

The property currently has two entrances on Black Avenue. With the redevelopment of the site, the
existing entrances will be closed in favor of one, consolidated entrance, located in the middle of the
property’s frontage. This consolidation would reduce vehicular conflict points along Black Avenue.
Project Trip Generation Assessment
To estimate trips generated by the existing and proposed developments for the a.m. and p.m. peak
hours as well as for weekday daily trips, TJKM utilized the published trip generation rates from the
Institute of Transportation Engineers’ (ITE) Trip Generation Manual, 11th Edition (TGM) and consistent
with the methodology published in ITE’s Trip Generation Handbook, 3rd Edition (TGH).
TJKM used published trip rates for the ITE Land Use Code (LUC) 710 (General Office Building) to
estimate the “existing” traffic on the site with its previous use and ITE LUC 220 (Multifamily Housing
Low-Rise) to estimate traffic for the proposed use. The trip generation and comparison between uses
are portrayed in Table 1.
As illustrated, the proposed development would generate approximately 145 more trips during a
typical weekday, with nine fewer trips occurring during the AM commuter peak hour and four fewer
trips occurring during the commuter PM peak hour.
Based on 2020 traffic counts collected by the City, the average daily traffic (ADT) along Santa Rita Road
in the vicinity of the project was approximately 23,600 vehicles per day (vpd). With additional project
traffic, Santa Rita Road is expected to see an increase of approximately 0.61% in utilization. Thus, TJKM
does not expect that the proposed development would substantially affect traffic operations on the
adjacent road network.
