4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
4

Level of Service Analysis
Analysis Methodology Background
LOS is a qualitative measure that describes operational conditions as they relate to the traffic stream
and perceptions by motorists and passengers. The LOS generally describes these conditions in terms
of such factors as speed and travel time, delays, freedom to maneuver, traffic interruptions, comfort,
convenience, and safety. The operational LOS values are given letter designations from A to F, with A
representing the best operating conditions (free flow) and F the worst (severely congested flow with
high delays). Intersections generally are the capacity-controlling locations concerning traffic
operations on arterial and collector streets.
The project study area consists of one (1) signalized intersection (Black Water Avenue at Santa Rita
Road) that is located approximately 800 feet east of the project site and is one the main local access
points to the project site, being the nearest signalized intersection to the planned development.
The study intersection was analyzed using the 7th Edition of the Highway Capacity Manual (HCM)
operations methodology by using an analysis software package known as SYNCHRO 12.0 for the
following analysis conditions:
• Existing Conditions – This scenario describes existing transportation conditions relevant to
the study area, including characteristics of key roadways and transit service, existing conditions
for walking and bicycling.
• Existing Plus Project Conditions – This scenario describes the anticipated effects of the
Project on Existing Conditions, including the addition of traffic from the Project to study
intersections.
The criteria for determining the significance of project impacts is based on the City of Pleasanton
performance standards identified in the Pleasanton General Plan and utilized in prior transportation
impact studies.
Traffic Impact Criteria
The City of Pleasanton LOS standards specify that the minimum acceptable operation for signalized
intersections is LOS “D”.
Project impacts would be considered potentially significant if the Project results in:
• Deterioration of a signalized intersection from LOS D or better to LOS E or F; or
