4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
5

• An intersection projected to operate at LOS E or LOS F before the addition of project traffic,
the project adds 10 or more vehicle trips; or,
• Deterioration of controlled movement at an unsignalized intersection from LOS E or better to
LOS F, or at unsignalized intersections where a controlled movement already operates at LOS
F and results in one of the following:
o Project traffic results in a volume that meets the peak hour traffic signal warrant; or,
o Where the peak hour signal warrant is met without the project and delay cannot be
measured, project traffic increases the volume by 10 or more vehicles per lane on the
controlled approach; or,
o Project traffic increases the average delay to a minor movement by more than 30
seconds.
Existing Conditions
The existing operations of the study intersection was evaluated for the highest one-hour volumes
during the weekday morning and evening peak periods. City provided the turning movement counts
for vehicles, bicycles, and pedestrians were conducted during the AM peak period (7:00 AM to 9:00
AM) and PM peak period (4:00 PM to 6:00 PM) at the study intersections. Counts were conducted on
a typical mid-weekday during February 27th, 2024, when local schools were in session.
Figure 1 illustrates the Existing lane geometry and traffic control at the study intersection.
Figure 2 illustrates the Existing AM and PM peak hour vehicle turning movement volumes at the study
intersection.
Attachment 1 includes the Existing traffic count data sheets and count dates for the collected vehicle,
bicycle, and pedestrian counts.
Attachment 2 includes the peak hour intersection analysis Synchro worksheet results of Existing
Conditions.
The intersection LOS analysis results for Existing Conditions are summarized in Table 2.
As shown in Table 2, the study intersection is operating at an acceptable LOS “D” or better during the
analyzed peak hours.
