Therefore,
interviews with previous Site owners and occupants could not be performed.
8.5 INTERVIEWS WITH STATE AND/OR LOCAL GOVERNMENT OFFICIALS
Per the ASTM Standard, a reasonable attempt should be made to interview at least one staff
member of any one of the following types of state and/or local government agencies: fire
department, health department, building department, or other agency having jurisdiction over
hazardous waste disposal or other environmental matters in the area.
The Pleasanton Building Department, Livermore-Pleasanton Fire Department, and the Alameda
County Department of Environmental Health were contacted
2 during this study. Livermore-
Pleasanton Fire Department is the Certified Unified Program Agency (CUPA) responsible for
implementing California’s Unified Hazardous Waste and Hazardous Materials Management
regulatory program for properties within the City of Pleasanton. Files pertaining to the Site were
requested from each of these agencies; a summary of the information obtained is provided in
Section 4.2.1.
SECTION 9: FINDINGS, OPINIONS AND CONCLUSIONS (WITH
RECOMMENDATIONS)
Cornerstone performed this Phase I ESA in general conformance with ASTM E1527-21 to
support TTLC Management in evaluation of Recognized Environmental Conditions. Our
findings, opinions and conclusions are summarized below.
9.1 HISTORICAL SITE USAGE
Based on the information obtained during this study, the Site appears to have been
undeveloped land until approximately 1972 when construction began on the existing commercial
office structure. Properties adjacent to the Site appear to have historically consisted of rural
residential with a dairy to the north from approximately 1939 until the 1970’s and high school to
the south since approximately 1953. Single-family residential was constructed in the vicinity
beginning in the 1960’s and a medical office park was constructed in the late 1970’s. The
church and school located adjacent to the west were constructed in the 1980’s and 1990’s.
9.2 CHEMICAL STORAGE AND USE
Chemical storage and use observed on-Site consisted of small quantities of chemicals that
included janitorial and typical maintenance supplies. One flammables cabinet was observed.
General housekeeping of chemical storage areas appeared orderly with no readily observable
evidence of significant spills or leaks.
An empty 55-gallon drum was observed within the outdoor covered recycling and trash sorting
area.
2 Note that at some agencies, files are available on-line and accessed electronically via the agencies’ website. Based on our
professional experience, the acquisition and review of Site-related files from these multiple agencies provides information that is
more useful in the evaluation of Recognized Environmental Conditions than contacting a “staff member.”
building department, or other agency having jurisdiction over building department, or other agency having jurisdiction over

Fire Department,Fire Department,and the
during this study.during this study.
