E SOURCE PROPOSAL – WATER LOSS TECHNICAL ASSISTANCE
2
Task 2: Validation
Each water audit must pass a level 1 validation before being submitted to the Department of Water
Resources. In this task, E Source will conduct a level 1 validation for CY2025 water audit, providing a
certified water audit validator (previously uninvolved in any compilation work).
E Source Will
1.Conduct a Level 1 Validation; including review of all supporting documentation and facilitation of a
validation interview.
2.Furnish documentation of Level 1 Validation processes for submission to DWR
Client Responsibilities
•Participation in the Level 1 Validation interviews
•Follow up correspondence with the validator for questions of clarification
•Completion of the utility certificate portion of the necessary documentation for water audit
submission to DWR
•Final submission to DWR of all validated audits and certificates
Task 3: Standard Adjustment Evaluation
Description
The SWRCB is offering suppliers the opportunity to calculate their own system-specific parameters for the
water loss model so the real loss standard may be more reflective of their system conditions. For this task,
E Source will provide technical expertise in evaluating custom parameters for the SWRCB water loss
model. The custom parameters will be evaluated and derived based on guidance provided by the SWRCB
for adjustment requests and its supporting documentation. Custom parameters will only be calculated if the
necessary data is available.
Note: the deadline for adjustment submissions was July 1, 2023. However, agencies can apply for an
adjustment to their standard after July 1, 2023 if accompanied with satisfactory explanations for the delayed
submission. Review and acceptance of the adjustment request will be at the SWRCB’s discretion.
E Source Will
■Request and compile relevant data (e.g. leak repair documentation, leak detection results, financial
data, infrastructure data, etc.)
■Review of data collected to identify which custom inputs may be calculated
■Calculate customized value for inputs where the minimum data threshold is met
■Evaluate custom inputs’ impacts on the model’s calculation of the performance standard
■Compile supporting documents for input adjustment application
■Assist with creating memo to the SWRCB, requesting custom input adjustment
EXHIBIT A
Docusign Envelope ID: DBC26CD8-70F8-4B4E-86E1-B30D388AEA1B
