E SOURCE PROPOSAL – WATER LOSS TECHNICAL ASSISTANCE
1
Phase 1 – Water Loss Audit & Standard Adjustment
Task 1: Water Audit Compilation
Description
The AWWA Free Water Audit Software is an excel worksheet that water utilities can use to complete a
water balance and assess the volume and financial value of water loss. This report must reviewed (“level 1
validated”) and submitted to the Department of Water Resources each year. Further, the water audit will be
the compliance mechanism for the State Water Resource Control Board’s performance standards (see
Task 2 description).
E Source will provide a thorough review of the water audit data for CY2025 and will compile a water audit in
the American Water Works Association (AWWA) Free Water Audit Software.
Note: No utility has perfect data for the water audit, so there will always be lingering uncertainty while
interpreting audit results. Water audit compilation requires data from many different utility groups, and it can
be challenging to coordinate between those various staff teams to get the best data. Our goals for this work
will be to 1) identify the most appropriate data source for each audit input and 2) establish a clear
understanding of the remaining uncertainty at play in the water audit results. As outlined on the included
schedule, we will aim for a complete water audit validation in time for validation work before the January 1,
2026 deadline. This will be dependent on timely data transfer and responsiveness.
E Source Will
1.Coordinate conference calls to learn about the system and identify unique considerations for
compiling a water audit of that system.
2.Request raw data to derive water audit inputs.
3.Derive water audit inputs in a standardized format that meets the requirements for level 1 water
audit validation.
4.Complete the draft water audit for review with utility staff.
5.Present results, including highlighting key performance indicators and their interpretation, in
addition to identifying remaining sources of uncertainty.
Outcomes
■An excel workbook showing how each audit input was derived using the utility’s data that can be
used for repeatability in future years’ reporting.
■A completed AWWA water audit in version 6 for CY2025, ready for Level 1 Validation.
Client Responsibilities
■Participation in introductory conference calls with E Source staff to appreciate system characteristics
and potential water audit input data sources.
■Provision of data for E Source to derive water audit inputs.
■Attendance at final presentations of audit input derivations and results.
EXHIBIT A
Docusign Envelope ID: DBC26CD8-70F8-4B4E-86E1-B30D388AEA1B
