City of Pleasanton—Hidden Canyon Residences and Preserve
Aesthetics, Light, and Glare Draft EIR

3.1-6 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
Scenic Vistas
Impact AES-1: The proposed project would not have a substantial adverse effect on a scenic
vista.
Impact Analysis
Construction
For the purposes of this analysis, a significant impact would occur if project construction would
result in substantial adverse effects on the view of a scenic resource/route as defined by the General
Plan or General Plan FEIR. During construction, construction vehicles and staging would be present
on the project site. However, construction equipment would not block any scenic resources or routes
in the vicinity and construction would be temporary. As such, impacts would be considered less than
significant.
Operation
For the purposes of this analysis, a significant impact would occur if project operation would result in
substantial adverse effects on the view of a scenic resource/route as defined by the General Plan or
General Plan EIR. Once constructed, the proposed project would introduce 28 new single-family
homes and associated roadways and infrastructure on a currently undeveloped project site.
Development of homes could interrupt scenic vistas from within and adjacent to the project site.
However, such interruptions would be intermittent, and the majority of the site is proposed for open
space dedication. Furthermore, the substantial portions of the site that are proposed for dedication to
EBRPD would continue to provide visual corridors to surrounding scenic vistas. As such, impacts would
be less than significant.
As previously mentioned, the nearest scenic highway to the project site is I-680, located
approximately 1.6 miles northeast of the project site. Additionally, I-580 is an Eligible State Scenic
Highway approximately 0.32 mile north of the project site.3 Because of distance and existing
intervening development, the proposed project would not be visible from either scenic route.
The General Plan recognizes arroyos, ridge views, hillsides, and open space areas as general scenic
resources. Scenic resources visible from the project site include hillsides, ridgelines, and open
spaces. To the north, scenic resources include background views of the Blackhawk Hills, part of the
Diablo Range, and Mount Diablo. To the east, scenic resources include open spaces. To the west,
scenic resources include background views of wooded hillsides and ridgelines. These scenic
resources are primarily part of background views seen at a distance from the project site. Further,
the proposed project would adhere to the Municipal Code and all applicable laws and regulations
and development would be located within a lower topographic portion of the project site. The
proposed project would not introduce development on hillsides in a manner that could obstruct
views, and would maintain a majority of the project site as open space.

3 City of Pleasanton. 2015.
