City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Aesthetics, Light, and Glare

FirstCarbon Solutions 3.1-7
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
The proposed project is not expected to significantly block surrounding scenic resources or ridgelines
for adjacent properties. Therefore, the proposed project would not have a substantial impact on a
scenic vista; impacts would be considered less than significant.
Level of Significance
Less than significant impact.
Mitigation Measures
None.
Scenic Highways
Impact AES-2: The proposed project would not damage scenic resources, including, but not
limited to, trees, rock outcroppings, and historic building within a state scenic
highway.
Impact Analysis
The project site consists of mostly undeveloped land, enclosed with a barbed-wire fence. There are
no historic structures present on the project site. I-680, traversing Pleasanton in a north–south
direction, and State Route (SR) 84, extending west of I-680, are both officially designated State
Scenic Highways. I-580 is an Eligible State Scenic Highway but is not officially designated.4 These
three highways feature wooded hillsides and valleys and other open space.
Construction and Operation
A significant impact would occur if the proposed construction and operation would substantially
damage scenic resources as seen from a designated scenic highway. The project site is located
approximately 1.6 miles west of I-680, which is an officially Designated State Scenic Highway. The
next closest officially Designated State Scenic Highway is SR-84, which is approximately 6.7 miles
south of the project site.5 Views of the project site are obstructed from both of these highways due
to distance, existing commercial and residential developments, and topography. I-580, located less
than a mile north of the project site, is an Eligible State Scenic Highway, but existing vegetation along
the roadway obstructs views to the south. As such, no impacts to views of scenic resources from
State Scenic Highways would occur.
Level of Significance
No impact.
Mitigation Measures
None.

4 California Department of Transportation (Caltrans). 2018.
