City of Pleasanton—Hidden Canyon Residences and Preserve
Aesthetics, Light, and Glare Draft EIR

3.1-8 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
Visual Character
Impact AES-3: The proposed project would not in non-urbanized areas, substantially degrade the
existing visual character or quality of public views of the site and its surroundings
(public views are those that are experienced from publicly accessible vantage
point), and would not conflict with applicable zoning and other regulations
governing scenic quality.
Impact Analysis
The project site itself is not urbanized, aside from two residences. The area to the north and east of
the project site is residential and urbanized. I-580 is approximately 0.32 mile north of the project
site. As a non-urbanized project site within a semi-urbanized area, this impact analysis addresses
both consistency with regulations governing scenic quality, as well as changes to the existing visual
character and quality.
The proposed project would construct 28 detached single-family residential units and roadways on
approximately 23.89 acres. The proposed project would permanently preserve a total of 117.1 acres
of open space for the Homeowners Association, dedication to EBRPD, and for private retention by
the Lester family. The proposed EBRPD dedication would include building a public staging area at the
eastern corner of the project site to provide access to a trail connection to Pleasanton Ridge
Regional Park.
Construction
Construction activities could temporarily affect the existing visual character or quality of the project
site and area due to the presence of equipment and vehicles on the project site; however, the
construction of the proposed project would only temporarily affect the visual character and quality
of the area and all temporary impacts would cease upon conclusion of construction.
There are no zoning regulations or General Plan policies related to aesthetic impacts during
construction. Construction staging and grading plans would be reviewed and approved by the Town
prior to construction. Thus, construction impacts would be less than significant.
Operation
FCS staff produced visual simulations to show the proposed project’s visual impacts at full buildout
compared to the existing conditions. The visual simulations show views of the project site from
several viewpoints around the project area to demonstrate the proposed project’s potential impacts
to foreground, middle ground, and background views. The City of Pleasanton Planning Department
staff selected the viewpoints as representative of the possible views that could be affected by the
proposed project. Exhibit 3.1-1 shows the keymap for where viewpoints were photographed and the
direction they capture.
