City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Aesthetics, Light, and Glare

FirstCarbon Solutions 3.1-15
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
Light and Glare
Impact AES-4: The proposed project would not create a new source of substantial light or glare
which would adversely affect day or nighttime views in the area.
Impact Analysis
Examples of light and glare include streetlights, freestanding lights, building-mounted lights,
reflective building materials, and vehicular headlights. Currently, developed portions of the
surrounding area contain numerous existing sources of light and glare, including streetlamps and
exterior residential lights.
The proposed project would result in the development of a net 28 new homes with associated
windows and exterior lighting, as well as accent lighting at the proposed entrance on Dublin Canyon
Road. Additional vehicle traffic would also be associated with the proposed project. As such, the
proposed project would create an increase of nighttime light and daytime glare, due to the increase
of lighting, reflective surfaces, vehicle headlights in the area.
Construction
Construction-related impacts may include light and glare from construction equipment and
machinery and nighttime security lighting. Light and glare during the construction phase would be
temporary and limited to the duration of construction and would therefore not cause any substantial
impacts to daytime or nighttime views in the area. Pursuant to the Municipal Code, construction
activity shall only be permitted between the hours of 8:00 a.m. to 8:00 p.m. daily, except Sundays
and holidays, when the exemption shall apply between 10:00 a.m. and 6:00 p.m. Compliance with
Municipal Code Chapter 9.04 Section 9.04.100 regulations would limit the amount of nighttime
construction lighting. Therefore, construction-related impacts associated with light and glare would
be less than significant.
Operation
Potential sources of light associated with the proposed project would consist of lighting from the
single-family homes and vehicles traveling to and from the project site. Lighting would be located
throughout the project site. Exterior lighting would be located at the entrance on Dublin Canyon
Road and within the project site. Lampposts would be evenly dispersed within the project site, with
safety lighting as needed throughout the site. The proposed project would utilize 14-foot pole light
standards along internal roadways. Although project nighttime lighting could adversely affect views
on and near the project site, the site topography would help minimize such light from spilling off-
site. Therefore, lighting impacts would be less than significant.
Potential sources of glare associated with the proposed project would consist of windows and other
reflective building materials, and the reflective surfaces of vehicles parked and traveling within and
around the project site. Because the site is mostly undeveloped currently, glare would substantially
increase compared to existing conditions. As such, daytime glare impacts would be potentially
significant.
