City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Air Quality

FirstCarbon Solutions 3.2-25
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
• For consistency with Clean Air Plan Measures BL4 and NW2, the proposed project would also
incorporate native and native-type species that are drought-tolerant and wind resistant to
conserve water use. According to applicant-provided site plans, ample tree planting will occur
within the residential lots. In addition, the proposed project would conserve 69.30 acres of
open space to be dedicated to the East Bay Regional Park District for preservation in
perpetuity.
• For consistency with Clean Air Plan Measures WA3 and WA4, the proposed project would
utilize a waste service provider compliant with AB 341, SB 939, and SB 1374 requirements.
• For consistency with Clean Air Plan Measure SS36, the proposed project would comply with
fugitive dust emissions minimization requirements established in Municipal Code Section 20-
30.090, Performance Standards for All Development and Land Uses. In addition, IMAIR-1
would require the proposed project to incorporate BAAQMD’s Basic Construction Mitigation
Measures.
• For consistency with Clean Air Plan Measure SS37, the proposed project would utilize asphalts
subject to BAAQMD Regulation 8, Rule 15-Emulsified and Liquid Asphalts. The use of asphalts
under this regulation would limit the reactive organic gas (ROG) content in the asphalt.
• For consistency with Clean Air Plan Measure TR9, the proposed project would include the
striping of a 6-foot-wide bicycle lane on both sides of Dublin Canyon Road along the project
frontage and the construction of these bike lanes with the widening of Devany Creek bridge.
In addition, the project proposes the construction of sidewalks along Street A, Street B, and
Court C. The project also proposes the construction of a 5-foot-wide sidewalk along the front
of Lot 30 along Dublin Canyon Road along with a pedestrian crossing at Canyon Meadows that
would facilitate access to the proposed East Bay Regional Park District trailhead. Crosswalks
are also proposed to be constructed within the project site to facilitate pedestrian access
sitewide.

In summary, the proposed project would not conflict with any applicable measures under the 2017
Clean Air Plan after implementing IM AIR-1; therefore, the proposed project would be consistent
with Criterion 3.
Summary
As addressed above, the proposed project would not conflict with the 2017 Clean Air Plan and meets
all three criteria set forth by BAAQMD for demonstrating consistency. Therefore, impacts associated
with conflicting with or obstructing the 2017 Clean Air Plan's implementation would be less than
significant.
Implementing Measures
IM AIR-1 The following measures shall be implemented during all phases of construction to
control dust and exhaust at the project site:
• Water active construction areas at least twice daily or as often as needed to
control dust emissions.
