City of Pleasanton—Hidden Canyon Residences and Preserve
Air Quality Draft EIR

3.2-30 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
project could result in potentially significant criteria air pollutants and precursor impacts. If all
screening criteria for criteria air pollutants and precursors are met by a proposed project, then the
lead agency would not need to perform a detailed assessment of the project’s criteria air pollutant
and precursor emissions.
Section 4.1.2 of the BAAQMD’s 2022 CEQA Guidelines includes preliminary screening for project
operations, which provides lead agencies with a conservative indication of whether implementing
the proposed project would result in the generation of operational criteria air pollutant or precursors
that exceed the thresholds of significance.27 Table 4-1 of the BAAQMD’s 2022 CEQA Guidelines
shows the operational screening level size by land use category and subcategory; the operational
screening level for single-family homes is 421 dwelling units. Accordingly, the proposed project is
well below this screening level. In addition to the single-family homes, the proposed project would
create a new public trailhead, to be dedicated to the East Bay Regional Park District (EBRPD), with a
restroom, parking, an equestrian staging area and a new trail providing access to the Pleasanton
Ridge EBRPD trail system. This will induce additional vehicle trips for visitors of the trailhead. The
BAAQMD operational screening level for the City Park land use type is 175 acres; the proposed
project is below this screening level. The BAAQMD also provides a Mixed Land Use Screening Tool for
Criteria Pollutants and Precursors when a project is associated with multiple land use types.
According to the BAAQMD, using the screening levels in Table 4-1 for projects with multiple land use
types may mischaracterize and overestimate the amount of project emissions. Therefore,
comparison of each land use associated with the proposed project against each land use in the
BAAQMD screening tables represents a conservative approach to screening. However, the proposed
project was also calculated using the BAAQMD Mixed Use Screening Tool for Criteria Pollutants and
Precursors, and the output indicated that the proposed project would meet operational screening,
No further analysis is required. (The modeling output is available in Appendix B.) Furthermore, the
operational activities would not include stationary engines or other sources subject to BAAQMD
rules and regulations, nor would operational activities overlap with construction-related activities as
the residences would be constructed in one phase. Therefore, the proposed project meets the
operational screening criteria established by BAAQMD, and a more detailed assessment is not
required. The proposed project would not result in a considerable net increase of any criteria
pollutant for which the project region is nonattainment during operation or construction and
impacts would be less than significant.
Operational Carbon Monoxide Hotspot
The CO emissions from traffic generated by the proposed project are a concern at the local level
because congested intersections can result in high localized concentrations of CO (referred to as a CO
hotspot).
The BAAQMD screening criteria were used to determine whether implementing the proposed
project could result in local CO emissions that exceed the thresholds of significance.
