City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Air Quality

FirstCarbon Solutions 3.2-31
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
following screening criteria are met, operation of the proposed project would result in a less than
significant impact related to CO:
• The project is consistent with an applicable congestion management program established by
the county congestion management agency for designated roads or highways, the regional
transportation plan, and local congestion management agency plans.
• Project-generated traffic would not increase traffic volumes at affected intersections to more
than 44,000 vehicles per hour.
• Project-generated traffic would not increase traffic volumes at affected intersections to more
than 24,000 vehicles per hour where vertical and/or horizontal mixing is substantially limited
(e.g., tunnel, parking garage, bridge underpass, natural or urban street canyon, below-grade
roadway).

In accordance with SB 743, transportation analysis in accordance with CEQA no longer uses delay-
based metrics such as congestion to analyze project impacts. As previously discussed, the proposed
project includes annexation into the City of Pleasanton, along with a General Plan Amendment of PH
Overlay to LDR, a PUD rezoning. The proposed project site would be rezoned from unincorporated to
Planned Unit Development-Low Density Residential (PUD-LDR). The project site was evaluated as
PUD-LDR in the City’s 2023–2031 Housing Element Update. Once annexed and rezoned, the
proposed project would be consistent with the underlying general plan land use designation and was
considered in the City’s most recently adopted Housing Element. The proposed project is consistent
with the land use designation defined in the City’s General Plan, which is therefore consistent with
the applicable congestion management program, and the proposed project is consistent with the
first criterion.
The nearest intersection with recorded daily traffic volumes is Interstate 580 (I-580) and Interstate
680 (I-680) according to the Caltrans Traffic Census Program 28 which provides traffic volume data for
the State highway system. According to the Traffic Census Program, the sections of I-580 near the
project site (at I-680) receive a peak-hour traffic volume of 21,100 vehicles. According to the
Institute of Transportation Engineers (ITE) Trip Generation Manual 10th Edition, the proposed
project is anticipated to generate 407 daily trips (including the trips associated with the single-family
homes, and the new trips associated with the buildout of the trail head connecting the proposed
project site to the East Bay Park District). Therefore, even with the addition of daily trips generated
by the proposed project, no nearby intersections impacted by the proposed project would
experience traffic volumes of 24,000 to 44,000 vehicles per hour. Thus, the proposed project would
not result in any nearby intersection having peak-hour traffic volumes exceeding 44,000 vehicles per
hour, nor would the proposed project result in increased traffic volumes at affected intersections to
more than 24,000 vehicles per hour where vertical and/or horizontal mixing is substantially limited.
Therefore, based on the above criteria, the proposed project would not exceed the CO screening
criteria and would have a less than significant impact related to CO.

28 California Department of Transportation (Caltrans).
