City of Pleasanton—Hidden Canyon Residences and Preserve
Air Quality Draft EIR

3.2-32 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
Level of Significance Before Mitigation
Less than significant impact.
Mitigation Measures
None.
Sensitive Receptors Exposure to Pollutant Concentrations
Impact AIR-3: The proposed project would not expose sensitive receptors to substantial
pollutant concentrations.
Impact Analysis
The proposed project would develop 30 single-family homes along with an internal connecting
road 29 and is not expected to expose sensitive receptors to substantive DPM or TAC concentration
during construction or operational activity.
Construction
To evaluat e the potential health risks associated with construction of a proposed project, the
BAAQMD recommends identifying receptors that may be partially affected by the proposed project.
Receptors include people occupying or residing in residential dwellings (including temporary
housing), places of business, educational facilities (schools, colleges, or universities), daycare
centers, hospitals, detention centers, and senior-care facilities. According to BAAQMD guidance,
when identifying receptors that may be affected by the proposed project, no specific project radius
is recommended.
As described in the Project Description, the proposed project would demolish and reconstruct two
existing single-family homes, construct 28 new single-family homes on 30 separate lots, and
construct a connecting road with two entry/exit points along Dublin Canyon Road on a 128.5-acre
development site. The site currently occupied by the Oak Hills Congregational Church, located at the
northeast corner of the site, would continue to operate as under existing conditions.
More than 80 percent of the construction activity (25 of the 30 homes and the portion of the
connecting road to those 25 homes) will take place on the southern half of the project site, which is
located approximately 850 feet to 1,500 feet from existing residences (existing residences are
located across Dublin Canyon Road to the north of the proposed project site and located to the west
of the proposed project site). The remaining five lots with five single-family homes will be
constructed on the northern portion of the site (closer to Dublin Canyon Road), along with the
portion of the new road connecting those homes to Dublin Canyon Road and the entry and exit
points of the new road to Dublin Canyon Road. Construction of these five homes and the northern
portion of the connecting road (within the site and connecting to Dublin Canyon Road) will occur at
distances of 300 feet to 700 feet from existing residential homes.

29 The proposed project includes the construction of 28 new detached single-family residential units, the reconstruction of two
existing single-family, and roadways on approximately 11.4 acres. The total project site would comprise approximately 130.90-acres,
including the 11.4-acre development site, the 117.1-acre open space, and the 2.40-acre church site. Three of the proposed housing
plans include ADU options ranging in size from 394 square feet to 720 square feet.
