City of Pleasanton—Hidden Canyon Residences and Preserve
Biological Resources Draft EIR

3.3-38 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-03 Bio Resources.docx
Sensitive Natural Communities or Riparian Habitat
Impact BIO-2: The proposed project would not have a substantial adverse effect on any riparian
habitat or other sensitive natural community identified in local or regional plans,
policies, and regulations or by the California Department of Fish and Wildlife or
United States Fish and Wildlife Service.
Impact Analysis
The project as proposed would preserve approximately 104.6 acres of on-site land outside of the
grading envelope which includes a mosaic of grassland, oak woodland, and riparian
woodland/aquatic habitats, much of which is contiguous with other off-site open space to the north,
west, and south of the project site, while impacting approximately 30 acres of primarily grassland
habitat that is mostly concentrated in the eastern portion of the project site and closer to existing
off-site development. The grassland that would be affected is not considered a sensitive natural
community. According to the 2025 LOA BE, the proposed project will also include the construction of
an 18-inch outfall that will drain into the west side of Devaney Creek and a 24-inch outfall that drains
into the east side of Devaney Creek near the vicinity of Dublin Canyon Road. Specific design details
for the outfalls have not yet been determined. While these outfalls are intended to be above the
OHWM, they will impact a small amount of riparian habitat in the range of 0.03 to 0.06 acre. MM
BIO-3 would mitigate impacts to the riparian corridor from the outfall installation through
minimization and compensation (Exhibit 3.3-2). MM BIO-3 includes minimization measures such as
placing construction silt fencing around preserved aquatic features and riparian areas to ensure that
construction activities do not inadvertently impact these areas. Compensation includes an
Mitigation and Monitoring Plan (MMP) to compensate for the loss of 0.06 acre of riparian habitat.
Additionally, MM BIO-3 will mitigate for riparian habitat and the loss of federally or State-protected
wetlands, as described in Impact BIO-3 below. Therefore, through implementation of MM BIO-3
impacts to the riparian habitat would be reduced to a less than significant level under CEQA.
Level of Significance Before Mitigation
Significant impact.
Mitigation Measures
See MM BIO-3
Level of Significance After Mitigation
Less than significant impact.
