City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Biological Resources

FirstCarbon Solutions 3.3-47
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-03 Bio Resources.docx
species. One cumulative project located at 11300 Dublin Canyon Road is within this geographic
context and will be considered in the cumulative discussion.
All cumulative projects would be required to comply with applicable federal, State, and local laws,
regulations, and policies and all applicable permitting requirements of the regulatory and oversight
agencies intended to address potential impacts on biological resources. Cumulative projects would
be required to adhere to standard pre-construction surveys and to implement, if necessary,
avoidance procedures that would be required for projects with the potential to impact special-status
wildlife species (see, e.g., MM BIO-1a through MM BIO-1i). Given the somewhat urbanized nature of
the project vicinity and because cumulative development would be required to comply with the
above requirements, applicable General Plan, and Municipal Code requirements (as described in
Section 3.3.5, Regulatory Framework) cumulative biological impacts related to special-status species
would be less than significant.
Similarly, the proposed project would implement applicant regulations and permitting and would
implement MM BIO-1a through MM BIO-1i. As such, the proposed project’s incremental
contribution to the less than significant cumulative impacts would not be cumulatively considerable
and cumulative impacts would be less than significant.
Sensitive Natural Communities or Riparian Habitat
As stated above, the geographic study area consists of a 1-mile radius around the project site, at
which point undeveloped habitat meets urban development, limiting habitat opportunities for
sensitive natural communities or riparian habitat. The 11300 Dublin Canyon Road Project is within
this geographic context and will be considered in the cumulative discussion.
Development projects would likely be designed to address future growth problems, prevent urban
sprawl, and minimize developmental impacts to sensitive natural communities. Moreover,
cumulative projects within the cumulative geographic context would be required to comply with
applicable federal, State, and local laws, regulations, and policies relating to riparian habitat or other
sensitive natural communities. Therefore, cumulative impacts on sensitive natural communities or
riparian habitat would be less than significant.
The proposed project would not impact any sensitive natural communities and would not
significantly impact riparian habitat. MM BIO-3 contains Avoidance and Minimization Measures to
decrease construction lighting and prevent construction activities from crossing into the riparian
corridor and would be implemented to reduce already less than significant impacts. Therefore, the
proposed project would not have a significantly cumulative contribution to less than significant
cumulative impacts to riparian habitat or other sensitive natural communities.
Waters of the United States
The geographic study area consists of a 1-mile radius around the project site, at which point
undeveloped habitat meets urban development, limiting habitat opportunities for waters of the
United States. The 11300 Dublin Canyon Road Project is within this geographic context and will be
considered in the cumulative discussion.
