City of Pleasanton—Hidden Canyon Residences and Preserve
Biological Resources Draft EIR

3.3-46 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-03 Bio Resources.docx
4. Fences have been erected to protect trees to be preserved. Fences shall remain
until all site work has been completed. Fences may not be relocated or removed
without permission of the Project Superintendent.
5. Construction trailers, traffic, and storage areas shall remain outside fenced areas
at all times.
6. No materials, equipment, spoil, waste, or wash-out water may be deposited,
stored, or parked within the TPZ (fenced area).
7. Any additional tree pruning needed for clearance during construction shall be
performed by a qualified Arborist and not by construction personnel.
8. Any roots damaged during grading or construction shall be exposed to sound
tissue and cut cleanly with a saw.

Tree Removal Permit:
The City of Pleasanton requires a permit to remove Heritage Trees. Implementation
of the above Mitigation Measures would reduce loss of trees to a less than
significant level.
Level of Significance After Mitigation
Less than significant impact.
Local, Regional, or State Habitat Conservation Plan
Impact BIO-6: The proposed project would not conflict with the provisions of an adopted Habitat
Conservation Plan, Natural Community Conservation Plan, or other approved
local, regional, or State habitat conservation plan.
Impact Analysis
No local Habitat Conservation Plans (HCPs) or Natural Community Conservation Plans (NCCPs) are
known to be in effect for this project. The EACCS is not considered an HCP or NCCP because its
purpose and operational framework differ from that of an HCP or NCCP. The EACCS is a voluntary,
non-regulatory strategy designed to provide a regional approach to conservation and mitigation
efforts in East Alameda County. It aims to streamline the environmental permitting process and
provide guidance for conservation efforts, but it does not carry the same regulatory authority as an
HCP or NCCP (see MM BIO-5).Therefore, the proposed project would not be conflict with the
provisions of an adopted HCP, NCCP, or other approved local, regional, or State HCP.
Level of Significance Before Mitigation
No Impact.
3.3.9 - Cumulative Impacts
Special-status Species
The geographic study area consists of a 1-mile radius around the project site, at which point
undeveloped habitat meets urban development, limiting habitat opportunities for special-status
