Compliance with regulations
such as the In-Use Off-Road Airborne Toxic Control Measures (ATCM ) minimizes emissions by using a
modern fleet, keeping equipment well-tuned and limiting idling to 5 minutes or less. Thus, it is
anticipated that the construction phase of the proposed project would not result in wasteful,
inefficient, and unnecessary consumption of energy. Construction-related energy impacts would be
less than significant.
Operation
The proposed project would consume energy as part of building operations and transportation
activities. The proposed project is all electric, and therefore is not associated with natural gas use.
Project energy consumption is summarized in Table 3.5-1.
Table 3.5-1: Estimated Annual Project Energy Consumption (Operation)
Energy Consumption Activity Annual Consumption
Operation Vehicle Fuel Consumption 43,861 gallons of gasoline
6,165 gallons of diesel
309 gallons of Compressed Natural Gas (CNG)
30,200 kWh of electricity
Building Energy Consumption 185,546 kWh of electricity
Notes:
kWh = kilowatt hour, kBTU = kilo-British Thermal Unit
Source: Appendix B.

As previously discussed, the proposed project could result in a potentially significant impact if it
would result in wasteful, inefficient, or unnecessary consumption of energy resources. Considering
the guidance provided by Appendix F of the CEQA Guidelines, a project would be considered to
result in wasteful, inefficient, or unnecessary consumption of energy resources if it would conflict
with the following energy conservation goals:
• Decreasing overall per capita energy consumption;
• Decreasing reliance on fossil fuels such as coal, natural gas, or oil; and
• Increasing reliance on renewable energy sources.

Decreasing Overall Per Capita Energy Consumption
The proposed project’s buildings would be designed and constructed in accordance with CALGreen
energy efficiency standards of Title 24. Title 24 standards include a broad set of energy conservation
requirements that apply to the structural, mechanical, electrical, and plumbing systems in a building.
For example, the Title 24 Lighting Power Density requirements define the maximum wattage of
lighting that can be used in a building based on its square footage. Title 24 standards, widely
regarded as the most advanced energy efficiency standards, would help to reduce the amount of
energy required for lighting, water heating, and heating and air conditioning in buildings and would
promote energy conservation. Therefore, the proposed project would be consistent with this
