City of Pleasanton—Hidden Canyon Residences and Preserve
Energy Draft EIR

3.5-12 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-05 Energy.docx
criterion. The decreasing reliance on fossil fuels and increasing use of renewable energy discussed
below would also reduce per capita energy consumption for the proposed project.
Decreasing Reliance on Fossil Fuels and Increasing Reliance on Renewable Energy Sources
The proposed project would incorporate the required elements from CALGreen, which would include
water efficient landscaping, heat reflecting roof membranes, EV charging infrastructure and roofing
structures to support the installation of solar panels. The proposed project would be all-electric in
design and therefore would directly decrease reliance on fossil fuels (natural gas). In addition, project
design features would reduce the amount of electricity used by the proposed project during operation
and, consequently, the amount of fossil fuels needed to generate power to meet this demand. For
example, low water demand landscaping would reduce the amount of water that would need to be
conveyed to the project site. As such, the proposed project would facilitate a greater dependence on
renewable energy sources for building and transportation energy demands. Therefore, the proposed
project would be consistent with these criteria.
Overall
As discussed above, the proposed project’s energy consumption would not result in the wasteful,
inefficient, or unnecessary consumption of energy resources, consistent with the guidance derived
from Appendix F of the CEQA Guidelines. The construction-related and operation-related impacts
related to electricity, natural gas, and fuel consumption would be less than significant. Therefore, the
proposed project would not result in significant energy impacts.
Level of Significance Before Mitigation
Less than significant impact.
Mitigation Measures
None.
Energy Efficiency and Renewable Energy Standards Consistency
Impact ENER-2: The proposed project would not conflict with or obstruct a State or local plan for
renewable energy or energy efficiency.
Impact Analysis
The proposed project would utilize electricity from PG&E. According to PG&E, approximately 38
percent of the energy supplied is procured from renewable sources, with an additional 49 percent
from non GHG-emitting nuclear generation, and 8 percent from large hydroelectric facilities (also
non GHG-emitting).16 Therefore, the proposed project’s electricity provider meets the State’s current
objective of 33 percent renewable energy. PG&E would also be required to meet the State’s future
objective of 60 percent of in-State electricity sales being generated from renewable energy sources
by 2030.

16 Pacific Gas and Electric Company (PG&G). 2024.
