City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Geology, Soils, and Seismicity

FirstCarbon Solutions 3.6-35
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-06 Geology.docx
Level of Significance After Mitigation
Less than significant impact.
3.6.7 - Cumulative Impacts
This analysis evaluates whether the impacts of the proposed project, together with the impacts of
cumulative development, could result in a cumulatively significant impact with respect to geology
and soils. This analysis also considers whether incremental contribution of impacts associated with
the implementation of the proposed project would be significant. If both conditions apply, this
analysis will then evaluate feasible cumulative mitigation that would reduce cumulative effects. If
one or both conditions do not apply, cumulative impacts would be less than significant, and no
cumulative mitigation is necessary. If there is no impact associated with respect to a particular CEQA
threshold, the proposed project would have no contribution to potential cumulative impacts, and
therefore, further discussion of cumulative impacts is not required.
The geographic scope of the cumulative analysis related to geology and soils includes projects listed
in Table 3-1: Cumulative Projects that are in the City of Pleasanton’s jurisdiction within a 0.5-mile
radius of the proposed project, as impacts related to geology and soils tend to be localized. Since the
proposed project is situated on the outskirts of the City, only one cumulative project is located
within an 0.5-mile radius of the proposed project, being the Greek Orthodox Church Project that is
approximately 0.45 mile north of the project site.
Seismic-related Hazards
As previously mentioned, impacts related to geology and soils tend to be site-specific, therefore the
relevant geographic scope is limited to the 0.5-mile radius of the proposed project site. The only
cumulative project within an 0.5-mile radius of the proposed project is the Greek Orthodox Church
Project. Both the proposed project and the Greek Orthodox Church Project are located on the same
geologic units and have the same approximate distance from the identified major fault lines. As
such, neither project is located in a Special Study Area defined under the Alquist-Priolo Earthquake
Fault Zoning Act. Although both the proposed project and Greek Orthodox Church Project may be
susceptible to strong seismic shaking, both projects would be required to follow the same seismic
safety and structural design requirements from the CBC, and goals, policies, and programs within the
General Plan such as Policy 2, Program 2.1, 2.2, and 5.1. In addition, the main development area
within the project site that is not located in proximity to Devany Creek has a low liquefaction
potential. The Web Soil Survey from the USDA NRCS indicates the Greek Orthodox Church Project to
be underlain by the Diablo clay series which consists of soils with a cohesive texture and not
unconsolidated saturated sands that are associated with liquefaction, and the Greek Orthodox
Church Project is neither in a Liquefaction Zone or Landslide Zone of Required Investigation as
delineated by the CGS. As such, the Greek Orthodox Church Project’s cumulatively considerable
impact in concurrence with the proposed project related to seismically induced liquefaction and
landslides would have a less than cumulatively considerable impact. Overall, since both the
proposed project and Greek Orthodox Church Project are not located in a Special Study Area, both
projects would be required to incorporate minimum CBC standards and General Plan goals and
policies, and the Greek Orthodox Church Project is not located in a Liquefaction or Landslide Zone of
